A presidential decree dated 26 July approved measures to improve governance structures and increase the efficiency of activity of enterprises of the coal industry.
The document notes that the decree of the President of the Republic of Uzbekistan dated June 13, 2017, # ПП-3054 approved the Program of further development and modernization of the coal industry in 2017-2021, which provides for the implementation of investment projects on construction of new and modernization of existing coal mines in the years 2017-2021.
In addition, the document states that the current system of management of the coal industry and the management of JSC "Uzbekugol" do not ensure timely and effective implementation of tasks on the development of coal industry and the implementation of the Program. This results in numerous serious complaints about the industry.
According to the decree, JSC "Uzbekugol" and JSC "Shargunkumir" transferred to the composition of JSC "Uzbekiston Temir Yullari".
The decree approved the organizational structure of JSC "Uzbekugol" and the structure of its executive staff.

New pedagogical Institute set to open in Tashkent region
On 27 July, the President of Uzbekistan signed a Decree "On establishment of the Chirchik Tashkent regional state pedagogical Institute”.
The document is set to satisfy the demand for preschool and school teachers, secondary schools teachers, provide educational institutions in the districts and rural areas of Tashkent region with highly qualified teaching staff.
The decree has defined the main tasks, approved the structure, the programme of measures for the organization of the Chirchik Tashkent regional state pedagogical Institute, the formation of its material and technical base and provision of scientific and pedagogical staff.
The document also established an admission quota for the 2017/2018 school year at 750 people.

In accordance with the decree of the President of our country on May 2 this year, the new TV and radio channel launched broadcasting at the frequencies of the Diyor TV channel and the radio channel Toshkent of the National Television and Radio Company of Uzbekistan. TV and radio broadcasts are transmitted around the clock, mainly in the live format in Uzbek, Russian and English.
The new mass media, consisting of the TV and the radio channel O’zbekiston 24, as well as the web-site uzbekistan24.uz, will play a significant role in the operational, qualitative, objective and reliable coverage of events taking place in our country and abroad, the formation of a reliable and objective view of the population on what is happening.
The first broadcast of the radio channel O’zbekiston 24 was opened by the senior editor Dilshod Buriyev and the host Shahnoza Kurbonova.
"Today, as never before, I realized deeply the essence of true democracy, the triumph of truth, transparency and openness", D. Buriyev says. “For a journalist, there is no greater happiness than choosing a topic, to explore it without having to conform to a template, without different citations. Working in this format is not only a journalist’s desire, but also a serious test of his professionalism. I was very nervous before the first broadcast. Everything is live. It is the direct dialogue that inspires our people to reach a new frontier, and if we can convey the concerns, dreams and aspirations of people, then we can consider our task to be successfully accomplished”.
On the first day of the new television channel, in addition to the news program, the broadcast network included episodes from the life of the channel, interviews and congratulations from eminent representatives of such international news agencies as TASS, Anadolu and other domestic and foreign experts of various fields.
"Via using the latest media technologies, modern standards and creative approach, we are trying to ensure a high professional and artistic level of telecasts", says the first deputy director of the O’zbekiston 24 television and radio channel Rahimjon Mahkamov. “One of our main tasks is to cover current trends in the domestic and foreign policies of our country, the events taking place. This will facilitate a direct open dialogue between the state bodies and public. In order to discuss the most pressing issues of concern to citizens, topical issues on the ground, the observers, representatives of the expert community and academic circles are invited.
With TV and radio programs that were broadcasted by the TV channel O’zbekiston 24, the online version is also available on the web-site uzbekistan24.uz. The channel has his official pages in social networks. TV programs will be also uploaded on the Youtube.
The new channel is included in the social package of digital broadcasting in SD and HD formats. Broadcast in HD format will be simultaneously conducted on the UzHD channel, as long as our country does not completely switch to the digital TV. In the near future, special correspondents of the new TV channel will start working in nine countries of the world.
"This new TV channel is a response to the huge need in the information field of our country for such a national media structure and the result of dynamic reforms being realized in Uzbekistan", said the first deputy chairman of the National TV and Radio Company of Uzbekistan Bobir Alikhonov. “Frankly speaking, in recent years, among our journalists, creative laziness and dependency, copying of press releases, expectation of a pointer from the top, lack of personal initiative, stereotyped thinking were often observed. Stagnation in journalism hinders the advancement of other spheres of society. Providing freedom of speech in practice will contribute to a real solution of many problems in our country”.

Uzbekistan: Family Brake-ups Get Rarer
Compared to the first half of 2016, the number of divorces in Uzbekistan decreased by 912 cases. In total, in the six months of 2017, over 15,000 divorces were registered in the country.
The main task of the commissions for reconciliation of spouses set up in 2013 is to prevent divorce. However, recently, the reconciliation commissions are often criticized because they do not perform their tasks at the proper level, the Women’s Committee believes.
“In this regard, the activities of these commissions are radically revised. Respectable people who can influence others are attracted to work in them. During the conversations in the regions we were convinced that if you activate their activities, involve business and active women in the work, correctly explain the causes of conflict situations, you can prevent divorce", a deputy Women’s Committee of the Republic Gulnara Marufova said in a conversation with journalists. “For example, thanks to the interference of the reconciliation commissions in Kashkadarya region, more than 300 families were saved”.
There are less divorce cases in the Tashkent, Ferghana, Jizzakh, Namangan regions. However, in the Andijan, Samarkand, Khorezm, Surkhandarya regions, the situation in this sphere is unsatisfactory. According to experts, most often in the republic, young people aged 20-25 years old dissolve the marriage.
According to the State Statistics Committee, during the past year, the registrar offices of Uzbekistan registered slightly more than 275 thousand marriages. Their number decreased in all regions of Uzbekistan, but most of all - in the Kashkadarya, Namangan, Andijan, Khorezm, Surkhandarya regions and the Republic of Karakalpakstan.

Audio guide launched for tourists, visiting Ichan Kala
A mobile app “Khiva Audio Tour” was developed in Uzbekistan for tourists, who are paying visit to Khiva, Khorezm region.
The mobile app was developed by the Office of the State Committee for Tourism in Khorezm region in cooperation with the museum-reserve Ichan-Kala. The software developer is Rasulbek Abdurasulov.
The application provides information about the historical places of Khiva, which is very convenient for individual tourists, who, in most cases, prefer to walk around the city unaccompanied and at a convenient time.
The mobile application uses a GPS system and locates the tourist. Based on the location, the application begins to provide information about the nearest historical site. As soon as the tourists walks to next object, the program will switch to this object. This application, in addition to audio information, has photo-text content.
The application is developed in English and Russian. Currently, work is under way to create versions in French and German.
This audio guide is freely available in the Play Market and the App Store. This application can also be received free of charge in the Information Center, located inside the museum "Ichan Kala".
