National Human Rights Strategy of Uzbekistan has been approved

Currently, Uzbekistan is a party to more than 80 international human rights treaties, including 6 main UN treaties and 4 Optional protocols, and regularly submits national reports on their implementation to the UN Human Rights Council and treaty committees, reports “Dunyo” IA correspondent.

International human rights standards have been used as benchmark for national legislation and measures are being taken for their continuous improvement.

Strengthening legislation and organizational and legal foundations for the protection of human rights, implementing international standards and honoring international obligations on human rights, and enhancing cooperation with international organizations on the protection of human rights have become the priorities in recent years.

Presidential Decree the National Human Rights Strategy of the Republic of Uzbekistan and the Roadmap for its implementation have been approved to further improve the mechanism for the protection of human rights and freedoms, ensure the implementation of the Actions Strategy for five priority areas of development of the Republic of Uzbekistan for 2017-2021, as well as effective and timely implementation of the tasks set out in the Address of the President of the Republic of Uzbekistan dated January 24, 2020.

According to the National Human Rights Center of Uzbekistan, the aim of the Strategy is to define the main tasks and directions of implementation of the consistently implemented state policy of Uzbekistan to ensure human rights and freedoms.

The Strategy consists of six sections, and its main objectives are:

improving the legislation taking into account the priority directions of socio-economic development of the country, generally recognized international standards and obligations of the Republic of Uzbekistan in the field of human rights, as well as recommendations of the UN Charter bodies and treaty committees;

enhancing the role of Parliament and civil society institutions in Uzbekistan’s achievement of the 2030 Sustainable Development Goals, strengthening the rule of law, and bringing national legislation and law enforcement practices in line with international human rights obligations;

elevating Uzbekistan into the top 50 countries in the world according to international ratings and indices in the field of human rights and freedoms including rule of law, quality of rule-making, government effectiveness, freedom of speech and information, combating crime and corruption, business conditions, global competitiveness, innovative development, and others;

strengthening national institutions for the protection of human rights, further development and enhancing of the national system for monitoring and evaluating state policies on human rights, raising the level of legal awareness and legal culture of the population, and forming a culture of human rights in society;

guaranteeing access to justice and respect for human right in the system of detention of persons in places of detention, the prevention and fight against crime, especially human trafficking, corruption, and transnational organized crime.

Besides, it provides for the establishment of the honorary badge “For the protection of human rights”, awarded annually on International Human Rights Day for services in the field of human rights protection and promotion of human rights culture.
