New opportunities in the education system

President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on the issues of qualitative completion of the current academic year, the organization of final and entrance exams.

During the pandemic, the educational process adjusted based on remote technologies, 500 thousand students and 7 million children from more than 10 thousand education institutions are covered by online lessons. This new mechanism ensures uninterrupted learning.

Now the task is to qualitatively complete the academic year. Taking into account the experience of foreign countries and the current situation, it is planned to conduct online final exams at higher education institutions.

At the meeting, instructions have been given on qualitatively organizing this process.

The necessity of improving the system of receiving documents to education institutions, creating the possibility of filing documents remotely, via the Internet has been noted. The public will be informed in detail about the new procedures and amenities.

As is known, it was planned to introduce entrance examinations in 5 subjects from 2020, three compulsory and two core ones. However, due to quarantine, opportunities have become limited for the full preparation for such an exam format.

Responsible persons have been instructed to ensure the organization of entrance exams this year in a simplified form.

Currently, there are four Presidential and nine creative schools in Uzbekistan. This year it is planned to commission 5 more Presidential and 2 creative schools. Instruction has been given to complete their construction on time.

Due to the pandemic, the concept of social distance has firmly entered our lives. In this regard, the need for revision of standards for capacity in education institutions, especially in schools, has been noted.

We absolutely have no right to postpone work on improving the education system under the pretext of the pandemic, the President emphasized.

The need for reviewing the training loads and programs based on the situation, increasing attention to the formation of practical skills in higher education institutions has been noted.

The Ministry of Higher and Secondary Special Education and the State Inspectorate for Monitoring the Quality of Education under the Cabinet of Ministers have been instructed to provide higher education institutions with the right to independently determine work plans and programs based on labor market demand and employer requests. It is also necessary to develop a mechanism for monitoring program compliance with the established requirements.

The importance of rejection of such methods that did not justify itself, such as lecturing “from paper”, writing abstracts under dictation, developing educational methods and raising the professional level of teachers, has been noted.

In this regard, the ministries of public education, higher and secondary special education have been instructed to gradually establish distance training for teachers, remote monitoring of lessons, and minimize the human factor in assessing knowledge.

It is necessary to improve the system for identifying and professional orientation of gifted youth. Instruction has been given to intensify selection work, to revise the activities of lyceums, taking into account that their curriculum should stand out qualitatively in comparison with the school curriculum.

Earlier, it was decided to create a new type of vocational schools, colleges and technical schools from the next school year. At the same time, the shortcomings of the old college system must be taken into account. In this regard, the task has been set to organize one exemplary professional school, college and technical school in each region.

Responsible persons provided information on the activities carried out in the sphere and forthcoming measures in execution of the tasks set at the meeting.
