Decree of the President of the Republic of Uzbekistan

The Uzbek language is one of the richest and ancient languages ​​in the world, which is a bright and invaluable product of centuries-old cultural, scientific, educational and artistic thinking, intellectual potential.

The adoption of the Law on the State Language in Uzbekistan on October 21, 1989, which our nation has dreamed, strived and struggled for centuries, was the first bold step towards the sovereignty and independence of the country. It is precisely this historic document that the Uzbek language has a solid legal basis and a high status.

During the years of independence, our native language has become a state language and has emerged as a unique force that mobilizes our people to the great goals of building a free, free and prosperous life in our country.

Today, Uzbekistan is moving to a new, higher level of development based on the principle "From national revival to national development". In the process of large-scale reforms implemented in the country, the role and authority of the state language in our life are increasing.

Uzbek is actively used in political, legal, socio-economic, spiritual and educational spheres, and is played loudly at international forums. There is a growing interest in foreign language and the need to learn it.

In today’s globalization, it is natural that every nation and every independent state has to prioritize the maintenance of its own national interests and, above all, the preservation and development of its own culture, ancient values, and native language.

For the purpose of radical enhancement of the prestige of the Uzbek language in the social and international life of our people, education of our young people in the spirit of patriotism, commitment to national traditions and values, succession to the rich heritage of our great ancestors, to ensure full implementation of the state language in our country:

1. Chambers of the Oliy Majlis of the Republic of Uzbekistan, Ministry of Culture, Writers’ Union of Uzbekistan, Republican Center for Spirituality and Enlightenment, Youth Union of Uzbekistan, Women’s Committee, Development Strategy Center and the general public To approve the proposal to declare the date "Uzbek language holiday".

2. To create in the structure of the Cabinet of Ministers of the Republic of Uzbekistan the Department of the development of the state language with the limited number of staff of 9 states and to approve its structure according to appendix.

3. To determine the main tasks of Department of development of the state language:

development of the state language, monitoring of compliance with the legislation on the state language, introduction of effective forms of public control in this area;

coordination of activity of state bodies and organizations, including local executive authorities on the development of the state language, state control over the observance of the legislation on the state language;

preparation of proposals for the identification and elimination of the problems related to functioning of the state language, as well as on implementation of unified state policy in the field of its development;

to accelerate the development of norms and rules for the written language of the Uzbek language and the full introduction of the Uzbek alphabet based on the Latin alphabet;

development of drafts of normative and legal documents on the development of the state language;

development of state language programs and road maps, control over their implementation, as well as coordination of activities for the celebration of the Uzbek language holiday;

the use of new scientifically based terms and terms, the creation and maintenance of the Uzbek alternative of modern terms, the monitoring and coordination of geographic and other toponymic objects in accordance with the law;

supporting research activities related to the development of the state language, and international cooperation in this area.

4. The Cabinet of Ministers of the Republic of Uzbekistan:

а) within three months:

Draft law "On the Day of Uzbek Language";

To develop and submit to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan a new wording of the Law of the Republic of Uzbekistan "On the state language" from the point of view of today’s requirements;

b) within two months make a decision on establishing and regulating the activities of the Commission on the official use of new scientifically justified words and terms with a thorough study of foreign experience;

c) By June 1, 2020 introduce the Concept and State Program for the development of the Uzbek language and the improvement of the language policy for 2020-2030, with the following key areas:

to achieve full and effective use of the state language in all spheres of social life of the country, including public administration, modern and innovative technologies, industry, banking and financial system, law, diplomacy, military work, medicine and others;

further improvement of the system of teaching the state language in educational institutions and assessment of its level of knowledge, increasing the prestige of the state language as a science language;

preserving the purity of the state language, enriching it and increasing the culture of public speaking;

to ensure that the state language’s information and communication technologies, in particular the Internet, have a prominent place in the global information network, the development of computer programs in the Uzbek language;

systematic and comprehensive study of cases of violation of the rules of the state language and the development of measures to eliminate them;

to provide ample opportunities for the development of the languages ​​of all nations and nationalities living on the territory of our country, to provide them with an enabling environment for learning the state language;

the role and prestige of the state language in the international arena, prospects for its relations with other languages, developing and distributing Uzbek language textbooks and electronic programs for foreign nationals and foreigners wishing to learn Uzbek, and special courses on teaching Uzbek to organize.

5. To the Ministry of Justice of the Republic of Uzbekistan together with the interested ministries and departments within two months to submit to the Cabinet of Ministers proposals on amendments and additions to the legislation arising from this Decree.

6. Control over the implementation of this Decree shall be assigned to the Prime Minister of the Republic of Uzbekistan AN Aripov and the Head of the Presidential Administration of the Republic of Uzbekistan Z.Nizomiddinov.
