The President of the Republic of Uzbekistan Shavkat Mirziyoyev, in order to familiarize himself with the progress of reforms on the socio-economic development of the regions, carried out on the ground by creative work, major projects arrived in Surkhandarya region on October 17.

According to the program of comprehensive socio-economic development of the region, over the past 9 months of this year, 263 projects worth 575.2 billion soums are planned to be implemented. Over the past period, 329 projects worth 696 billion soums have already been launched, 2,523 new jobs have been created. Exported industrial, fruits and vegetables, melons and other products in the amount of 122 thousand 750 dollars.

Over the past period of this year, the gross regional product increased by 5.8 percent. The growth in industrial production amounted to 7.3 percent, agricultural - 3.4, consumer goods - 6.8, services - 11.1 percent. The share of small businesses and private entrepreneurship in the gross regional product reached 79.8 percent.

By tradition, the head of our state began a working trip to the region with a visit to the mausoleum of Hakim Termizi.

In a conversation with religious leaders, they spoke about the deep study and widespread propaganda among the international community of the spiritual and educational heritage of the great theologian Hakim Termizi, who made an invaluable contribution to the development of Islam.

In recent years, a large-scale work has been carried out in our country to revive national customs and values, study the rich heritage of our sacred religion, great ancestors, improve their resting places, and protect historical monuments. In particular, international research institutes were organized in honor of Imam Bukhari and Imam Termizi, the Center for Islamic Civilization, and the International Islamic Academy of Uzbekistan. Religious complexes, mosques, scientific centers bearing the names of prominent Islamic scholars and theologians were erected.

Instructions are given on strengthening the atmosphere of mutual respect and care in our society, supporting and returning to a healthy life for those who, through ignorance, have strayed from the right path, and strengthening spiritual and educational work in this direction.

Surkhandarya region has rich experience in growing various agricultural products. 1 797 farms specialize in cotton growing and grain growing, 1 962 - in horticulture and viticulture, 84 - in vegetable and melon growing, 43 - in grain and vegetable growing, 888 farms - in animal husbandry.

This year, the region’s silkworms procured 1,627 tons of high-quality raw materials. From grain areas of 93 thousand hectares, 532.5 thousand tons of crops were harvested, of which 301 thousand 216 tons were sent to state collection points. 649.5 billion soums of income, 157 billion soums of net profit were obtained from the procurement of cocoons and grain. It is planned to get 2 trillion 375 million soums of profit from sowing second crops in areas freed from grain.

Fruits are grown in the region on 17 thousand 181 hectares, grapes on 13 thousand 300 hectares. To date, 114 thousand 700 tons of fruit, 83 thousand 300 tons of grapes have been harvested.

This year, the region’s cotton growers have grown a rich harvest. These days, along with the collection of fruits, vegetables, grapes, melons and other crops, special attention is also paid to harvesting cotton before rainy days. 80 percent of the cotton crop has already been harvested and handed over, 817 billion soums of income, 96 billion soums of net profit. It is expected that by the end of the season this figure will exceed 135 billion soums, which urges cotton growers to work even harder.

President Shavkat Mirziyoyev in the Angora region got acquainted with the cotton crop grown on the field of the textile cluster "Angor Surkhon Gururi".

The head of state gave instructions to create textile clusters during last year’s trip to the region. 6 such clusters have been organized in Surkhandarya; they cover more than 67 percent of the cotton fields in the region. In 2020, it is planned to bring this figure to 100 percent.

The cluster system is an important factor in the introduction of modern technologies and innovations in the agricultural sector. The Angor Surkhon Gururi limited liability company is working to increase the yield and competitiveness of products. The cluster has 9,180 hectares of land, of which more than 8.1 thousand hectares are cultivated. This year, cotton of fine fiber varieties has been grown on almost 5 thousand hectares.

In the last two years, the varieties Surkhon-14 and Surkhon-16 created by domestic scientists have been tested. These fine-fiber varieties are valuable in that they are resistant to various weather conditions, lack of water, harmsil and pests, and also keep up early. Such cotton is in demand on the world market due to the length and strength of the fiber, compliance with the requirements of the textile industry. The economic effect of fine-fiber cotton is 60 percent greater compared to other varieties with equal application of labor and resource consumption.

We get a crop less than our land can produce, less than the resources invested. We stopped doing varieties, scientific agricultural technology. Labor productivity fell, interest decreased. But a man who works hard on the earth must be rich. That is our goal. There will be no development without science, said Shavkat Mirziyoyev.

The President instructed to expand the cultivation of fine fiber cotton, to encourage scientists. They also spoke about the prospects for the development of clusters.

From now on, all clusters organize livestock complexes, because they have a feed base. If livestock production develops, meat and milk will be available. This is very important for the well-being of our people, the health of our children, ”the head of state said.

Today, the cluster employs more than 900 people. In the future, it is planned to create an even larger number of jobs through the development of processing industry.

The President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces, Shavkat Mirziyoyev, visited a military unit in the Denau district near the South-West Special Military District.

In accordance with the instructions of the head of our state, radical improvement of the staffs and personnel of all military units and institutions of the Ministry of Defense is carried out.

Since 2018, this unit has been operating as part of a mixed military unit. Here conscripts are trained in 21 specialties.

In part, all conditions are created for military personnel. A three-story educational building has been erected, where more than 500 military personnel, 6 dormitories, a modern sports complex and a canteen can simultaneously conduct theoretical and practical exercises. In the computer rooms and the library, all conditions are created for the military to acquire modern knowledge and skills, and to constantly work on themselves.

The Ministry of Defense and the regional military-administrative sector pay special attention to family members of military personnel. This year, 4 multi-storey buildings with 64 apartments, a non-governmental kindergarten were built on the territory of the military camp.

The head of state got acquainted with the conditions created in the military unit, new units, and the training process for soldiers and military personnel.

On the parade ground to the Supreme Commander-in-Chief, demonstration exercises were shown reflecting the combat training of conscripts. The President inspected samples of military equipment and weapons.

In an interview with the military, the President was given information about projects to equip the military units of the South-West Special Military District with modern equipment and weapons, improve the command and control system, social protection of military personnel and their families, automate educational processes and combat training in this military unit.

Military personnel must be highly spiritual sons of our people. To do this, it is necessary to increase the spiritual level, combat training of personnel. Always remember that you are descendants of Amir Temur, Zhaloliddin Manguberda and other great ancestors, serve with dignity, then the youth will take from you an example of patriotism, devotion to the Motherland, ”said Shavkat Mirziyoyev.

The President noted the need to further increase the combat readiness of soldiers and officers, accelerate work to improve living and recreation conditions, provide housing, which should further improve the activities of the military-administrative sectors in the field. Instructions were given to improve the system of military development and to develop a program to increase the spirituality of military personnel.

The head of state visited a non-governmental kindergarten, erected in the Denau region for the children of military personnel.

At the initiative of President Shavkat Mirziyoyev, special attention is paid to the development of the system of preschool education, the quality preparation of children for school. In order to expand the coverage of children with local pre-school education, modern kindergartens are being built on the basis of public-private partnerships.

If last year in the Surkhandarya region 11.6 percent of children aged 3-7 years old were brought up in 288 preschool educational institutions, then currently 355 state-owned and 177 non-state kindergartens covered 24.3 percent of the total number of children in the region. By the end of the year, it is planned to bring this indicator to 32.3 percent and cover 74 thousand boys and girls with modern kindergartens.

In the “Gods Eram” mahalla of the Denau region, the Mehnat Farovon Khaet farm organized a non-governmental DOU “Smart Kids” with 150 seats. Kindergarten with a focus on foreign languages ​​- English, Russian and Korean conducts training for children in five groups. In addition, sports sections, music and art clubs are open.

In the pre-school educational institution, children of military personnel from the military camp, as well as children from the nearby mahalla, are brought up mainly. Of the 22 hired educators, 14 are military spouses.

The head of state got acquainted with the conditions created in the kindergarten, talked with the teachers. Children recited a poem about five initiatives. The President handed gifts to the pupils.

The fact that entrepreneurs are building kindergartens, understanding the situation in the sphere, is an aid to our policy, said Shavkat Mirziyoyev. - Such kindergartens will focus on raising a child and compete with state kindergartens.

The presentation of mobile and modular kindergartens developed by the Ministry of Preschool Education and Uzavtosanoat Joint-Stock Company took place here.

As you know, the construction of kindergartens in inaccessible and remote settlements with a small number of residents does not justify itself. The solution to this issue is seen in mobile forms of kindergartens. The presentation told about Isuzu buses converted into a children’s room. This mobile kindergarten, called Aklvoy, will travel to remote areas and organize activities for children. For mobile kindergartens, special parking lots will be built - playgrounds of 2 hundred parts. All this will allow children to receive education in conditions close to traditional kindergartens.

Modular kindergartens assembled from sea containers will be able to serve up to 90 children. From the outside they will be covered with heat-insulating and frost-resistant materials. Inside, all modern conditions will be created, not inferior to ordinary kindergartens. The methodology of teaching children, the conditions created for conducting classes, are fully consistent with foreign experience.

Instructions are given on the widespread introduction of new projects in the system of preschool education, as well as on bringing the coverage of children with kindergartens up to 50 percent next year in the country.

Shavkat Mirziyoyev got acquainted with the possibilities of the Denov Textiles cotton-textile cluster in the Denau district with a design cost of $ 20 million.

During previous trips to the region, the President pointed out the necessity of harvesting cotton in Surkhandarya entirely on the basis of a cluster system, for which modern enterprises of this form should be organized in each district. This system, effective both economically and socially, began to produce real results.

At present, the first stage of the enterprise has already been launched; yarn is manufactured on the basis of the cluster method. At an enterprise capable of producing 6.3 thousand tons of yarn per year, over the past 9 months of this year, products worth 46.7 billion soums were manufactured.

At the second stage, a clothing factory will be organized at Denov Textiles, capable of producing finished export-oriented knitwear. More than 300 women will receive permanent jobs.

The third phase of the project provides for the commissioning of an enterprise for dyeing fabrics. It will produce 5 million linear meters of fabric per year.

In 2020, 10 clusters with a total value of $ 107 million are planned to be commissioned in the region. As a result of these practical measures, a 100% processing of cotton fiber by local enterprises will be achieved in Surkhandarya next year.

The head of state drew special attention to the importance of clusters for agriculture, instructed to organize livestock breeding complexes for each cluster with a total livestock of 10 thousand heads. This will prevent an unreasonable rise in meat prices.

It is necessary to accelerate work in this direction. Every locality, every patch of land should benefit people, ”said Shavkat Mirziyoyev. - Such industrial enterprises will contribute to solving problems related to employment and social protection of the population.

Presentations of projects on the development of agricultural sectors of the region in 2019-2021, a master plan of the city of Denau, a plan for the development of the Denau region for the next two years were also held here.

The territory of the city of Denau, where over 72 thousand inhabitants live, will be further expanded. In 2030, its area will reach 2025 hectares, the population - 90 thousand people. In accordance with the new plan, instead of old streets and plain buildings, modern multi-story houses, schools and kindergartens, amphitheaters and squares will be built. On the territory where the Said Otalik madrasah and the 17th century fortress are located, a handicraft center will be erected. Recreation areas will be organized on the coast of the Kizil Suv River.

The President noted the need to accelerate creative work in this direction, the construction of comfortable housing for the population.

The economic analysis outlines projects aimed at the creation of horticultural and viticulture clusters, the construction of vegetable and logistics centers. From now on, measures will be taken to develop farming based on the principle of "one mahalla - one product", to provide the population with high-quality and affordable food products.

It was about the development of entrepreneurship in household plots of the population in the Angora region, in the grain cluster operating in the Uzun district, as well as plans to create grain clusters in the region. The head of state got acquainted with the projects that will be implemented by the Chinoz Textile limited liability company in the Shurchinsky district.

The Ministry of Agriculture presented the results of the analysis of the harvest of fruits and vegetables grown in our country with the assistance of an international advisory company, export potential, study of supply and demand in the world market. There was a need to increase the cultivation of early ripe and export-oriented crops in agriculture, taking into account local climatic conditions. In particular, a specific order was given to increase the volume of lemons growing in the region.

Last year, a cement plant was commissioned in the Sherabad region. Another such production was organized this year in the Dzharkurgan region by the foreign enterprise Surkhoncementinvest. It has installed modern equipment from Germany, Austria, Russia and China.

The total cost of the project is almost 144 million dollars, its first stage has been completed. After reaching full capacity, the plant will produce 1.1 million tons and export 750 thousand tons of cement per year, 1,125 people will be employed.

The President got acquainted with the activities of the enterprise.

Surkhandarya region has huge economic opportunities. There are many underground riches, there are almost all the elements of the periodic table. We must effectively use this for the benefit of our people, ”said Shavkat Mirziyoyev.

In the future, the plant plans to organize the production of dry construction mixtures, hydrated lime, reinforced concrete products with the involvement of more than $ 12 million investment.

Presentation of projects on development of industry, small business and private entrepreneurship in the region, improvement of drinking water supply and sewage systems, expansion of production and export of building materials took place here.

Information on investment projects implemented by embassies assigned to the region is presented. Together with Austria, Japan, Afghanistan and Tajikistan in 2020-2021, it is planned to implement 47 investment projects worth $ 90.2 million.

Responsible persons were given instructions for the construction of 9- and 12-story houses in each region of the region, the development of the economy of the Denau region and the organization of a free economic zone in it, the increase of the export potential and investment attractiveness of Surkhandarya.
