The outcomes of the deputies’ activities for the year 2016 and a number of new draft laws were reviewed at the general session of the Legislative Chamber of the Oliy Majlis.
Elected representative of the people have critically evaluated the activities of the Chamber during the reporting period, and outlined measures to improve its operations in such important fields as lawmaking and parliamentary control.
It was noted that in the past year there were adopted a number of laws aimed at legal support for the socio-political and socio-economic life of the country - "On parliamentary control", "On state youth policy", "On labor protection", "On combating the corruption" and others.
In addition, there was done a work on the implementation of supervisory powers, and the representatives of the executive branch, including the heads of ministries, state committees, agencies and public authorities in the field who reported on the progress and plans for the future, were also heard.
Deputies noted that the realization of the tasks set by the President Shavkat Mirziyoyev at the joint session of bоth chambers of the Oliy Majlis on December 14, 2016 and the extended session of the Cabinet of Ministers conducted in mid-January will be priority in the activities of the Legislative Chamber. Critical analysis, strict discipline and personal responsibility will be the main principles of the deputies. It will be also placed special significance on the work of parliamentarians in places to study the situation and to provide practical assistance in dealing with the pressing needs of the population.
A draft law "On the introduction of amendments and addenda to the Administrative Liability Code" was discussed in the first reading. The article of the Code will be made changes and additions providing for the transfer of the consideration of cases on administrative offenses to the competence of the courts which were conducted by state agencies. Its approval will contribute to enhancing the role of the judiciary in the protection of rights and interests of business entities, ensuring impartiality and objectivity in dealing with such administrative cases.
A draft law providing amendments to the law "On bankruptcy" was also considered in the first reading.
The decision of the Economic Court made by appeals instance on the results of consideration of disputes in the bankruptcy case shall not be reviewed in appeal and supervisory procedures. This limits the rights of creditors and debtors in the appeal court decisions to a higher authority. The adoption of this legal act will eliminate this restriction and provide creditors and debtors more freedom to protect their rights and interests.
After discussion, the deputies approved the bills in the first reading.
