EFFECTIVE PARLIAMENTARY CONTROL - AN IMPORTANT CRITERION OF A DEMOCRATIC STATE

The main principles of the democratic constitutional state and a strong civil society which Uzbekistan has been developing on this way, are the rule of law, separation of powers and the demarcation of their powers, increasing the participation of civil society institutions in public administration and implementation of the key tasks of socio-economic development of the country.

The public policy carried out on the basis of the principles of democracy in the country pays attention to the further enhancement of the role and powers of the legislative body. Over the past few years, a modern, efficiently functioning bicameral parliamentary system has been created. Legislative Chamber and Senate of Oliy Majlis is effectively participating in the solution of various problems. Along with lawmaking major direction of their work is the parliamentary control over the execution of laws by state bodies and their officials. Law of the Republic of Uzbekistan "On parliamentary control" came into force on April 11, 2016 is intended to serve for the expansion and strengthening of parliamentary functions in this area.

It should be recalled that the document has developed in accordance with best international practice and national characteristics of our country. Leading jurisprudents, lawyers, MPs, as well as foreign experts have been involved in the legislative process. A number of scientific and practical conferences, "round tables" and seminars, in which the main provisions of the law have been agreed, were conducted.
