ELECTRONIC GOVERNANCE IN ACTION

The Committee of Legislative Chamber of Oliy Majlis for Information and Communication Technologies jointly with the Ministry for ICT Development held a workshop titled “Improvement of Government Bodies’ Official Websites and Provision of Electronic Government Services”.

Specialists and heads of IT sub-divisions, personnel of press services of government bodies and administration were given explanations and practical recommendations on the issues of practical implementation of the Law “On electronic government”, which regulates the activities on setting up and rendering information support of government bodies’ official web-sites, as well as the procedure of rendering electronic government services.

The wide utilization of official web-sites for creating the population’s broader awareness, securing users’ access to information and electronic government services is a widely practices routine work on the side of the government bodies of power and administration in Uzbekistan.

In compliance with the legislation, all web-sites of the government bodies of power and administration have options in the State language, more than half of them – in the English language. For the sake of convenience and ensuring the compliance with the modern technological tendencies 90 out of 114 government bodies’ web-sites opened their mobile versions. Moreover, the majority of them had realized update subscriptions, which enables the users to receive the real time news information from the government agencies in an automatic mode.

The range of services provided by the bodies of government and economic management in electronic form continues to actively expand. Thus, by the end of the first quarter of this year the overall number of electronic government services had reached 1,244, among them 802 – reference data, and 442 are interactive ones. The Integrated Portal of Interactive Government Services provides access to 269 electronic services.

In the course of the workshops the audience got acquainted with the legislative requirements to the structure and content of the work on optimization of users’ access to information and electronic government services at their official sites in the Internet. They were provided with recommendations on raising the efficiency of web-sites utilization in the quality of a communication mechanism on delivering to the public information on the activities of the bodies of government power and administration.

Information and necessary explanations were provided on the introduction and development of the “electronic government” information system, ensuring the compatibility and integration of newly created departmental information systems and resources.

Particular attention was paid to the improvement of the procedure of rendering electronic services, as well as interaction of government bodies in this sphere. Recommendations were elaborated on their improvement, including by way of elimination or unification of excessive administrative procedures, reduction the number of documents, provided by applicants, optimization of inter-departmental inter-action and reduction of deadlines for rendering electronic government services.
