ELEVENTH PLENARY SESSION OF THE SENATE OF THE OLIY MAJLIS OF THE REPUBLIC OF UZBEKISTAN

On August 24-25, 2017, the eleventh plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan was held. It was attended by members of the Cabinet of Ministers, heads of ministries and departments, representatives of other organizations, the mass media.

The session was chaired by the Chairman of the Senate of the Oliy Majlis N.Yuldoshev.

The senators considered the Laws of the Republic of Uzbekistan “On dissemination of legal information and ensuring access to it”, On protection of children from information that is harmful to their health”, “On the Commissioner under the President of the Republic of Uzbekistan for the protection of the rights and legal interests of business entities”, “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On the appeals of individuals and legal entities”, “On elections to the district Kengashes of people’s deputies of the city of Tashkent”, “On establishment of the Day of Youth of the Republic of Uzbekistan”, envisaging the establishment of the Day of Youth of the Republic of Uzbekistan on June 30, “On establishment of the Day of Agricultural Workers of the Republic of Uzbekistan” envisaging the establishment of the second Sunday of December each year as the Day of Agricultural Workers of the Republic of Uzbekistan, “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On the Authorized Person of the Oliy Majlis of the Republic Uzbekistan on human rights (Ombudsman)”, “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan in connection with the improvement of the institute of inquiry”, “On introducing amendments and addenda, as well as on invalidation of certain legislative acts of the Republic of Uzbekistan”.

The senators noted the importance of amendments and addenda that are being introduced to the Criminal and Criminal Procedural Codes of the Republic of Uzbekistan, as well as the Law of the Republic of Uzbekistan “On operative-search activity”.

In accordance with the Resolution of the President of the Republic of Uzbekistan of March 14, 2017 “On measures of further improving the system of preventing and combating crime”, amendments and additions are being introduced to the laws “On the Prosecutor’s Office”, “On openness of activities of the state governing bodies and administration”, “On prevention of neglect and delinquency among minors”, “On prevention of offenses”, as well as to the Criminal, Criminal Procedural, Labor, Tax, Family Codes and the Code of the Republic of Uzbekistan on administrative responsibility.

In accordance with the Decree of the President of the Republic of Uzbekistan of February 3, 2017 “On measures of further improving of the makhalla institute”, a number of amendments and additions are being introduced to the Tax Code and the Law of the Republic of Uzbekistan “On civil society institutions”.

Amendments and additions are being introduced to the laws “On guarantees of activity of nongovernmental nonprofit organizations” and “On social partnership” in accordance with the State program on implementation of the Strategy of action.

According to the senators, further democratization of state governance system, enhancing the role of public, deputy control over the activities of government will contribute to amendments and additions introduced in accordance with the Strategy of action to the laws “On Prosecutor’s Office” and “On state governance at places”. The senators paid special attention to discussing amendments and additions introduced to the Laws “On Nature Protection” and “On Subsoil”.

The senators considered the issue of changing the boundaries of the city of Toytepa (the name of the city has been changed to Nurafshon) and Urtachirchik district of Tashkent region and classifying the city of Toytepa to the category of cities of regional subordination, as well as determination of the city of Toytepa as an administrative center of Tashkent region, on changing the borders of the city of Yangiul and Yangiyul district of Tashkent region, as well as classifying the city of Yangiyul to the category of cities of regional subordination, and on changing the boundaries of the city of Akhangaran and Akhangaran district of Tashkent region, as well as classifying the city of Akhangaran to the category of cities of regional subordination. The approval of these proposals of the Government will contribute to the improvement of administrative and territorial structure of Tashkent region, the effective management of territories, further improvement of the environment for residents, will provide dynamics for development of tourism sphere.

The senators considered the issue of changing the name of the city of Toytepa of Tashkent region. The name “city of Toytepa” has been replaced by “the city of Nurafshon”.

The senators also considered the issue of introducing amendments to the composition of the Supreme Court of the Republic of Uzbekistan. As well as the issues of introducing amendments and additions to the Ethical Rules of the Senate members of the Oliy Majlis, election of the Chairman of the Senate Committee on Budget and Economic Reforms and other issues related to the competence of the Senate of the Oliy Majlis of the Republic of Uzbekistan.

The senators approved the appointment of A.Azamkhujayev as the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to the Republic of Turkey. M.Jumagaldiyev was elected as chairman of the Committee of the Senate on Budget and Economic Reforms.
