The implementation of purposeful state programmes of construction of private houses on standard projects in the country serves to raise the population’s wellbeing. In the years of 2009-2015, 56 thousand 500 modern and beautiful houses with all the necessary conveniences were built.

In new rural residential areas, work is in progress on the provision of drinking water, natural gas, electricity, and attention is being paid to the construction of schools, rural medical establishments, trade complexes and children’s sport grounds on the basis of modern projects. The scale and pace of the construction of modern houses are rising with every passing year, and towns and villages of the country are changing beyond recognition.

This was the topic of a round-table conversation entitled “The construction of modern dwelling houses in the years of independence is an important factor in raising the population’s wellbeing”. The round-table conversation was held by the Industry, Construction and Trade Committee of the Legislative Chamber of Oliy Majlis (parliament) of the Republic of Uzbekistan.

It should be noted that as a result of the creation of a favourable climate for foreign investment in the country, the Asian Development Bank, the Islamic Development Bank and other well-known international investors are actively participating in financing programmes of housing construction in rural areas.

It was noted at the event that privileges provided by the state to citizens concluding mortgage credit agreements on the basis of standard projects were of special significance. Here long-term mortgage credits are allocated, that is for a period of 15 years with a 3-year grace period. The yearly interest of this credit is 7 per cent. The part of wages and other income of individuals directed towards paying off credits or paying interest are exempt from income tax, and its land is registered as property that can be passed on as an inheritance.

Building contractors which have signed agreements on the construction of houses with the Qishloq qurilish invest engineering company are exempted from tax, which envisages the lowering of the cost of houses for citizens.

At the event, it was said that the construction of residential houses in rural areas is conducted in accordance with the town planning code, construction regulations and other legislative documents relating to the sphere.
