In the next two to three years, the country may adopt the Mandatory Medical Insurance Fund, and all Uzbek citizens - compulsory medical insurance policies.
According to the Decree of the President of Uzbekistan "On measures to further develop the private sector in healthcare", the concept of the draft law "On medical insurance" will be elaborated in the country by the end of this year which will be the starting point for a new stage in the advancement of the medical care system for the population.
This law should provide the compulsory coverage of each person by the health insurance system, the equal rights of citizens to medical and decease prevention services, guaranteed provision of high quality paid medical services in accordance with the insurance policy.
This document will detail the legal framework for voluntary and compulsory health insurance, the regulation of tariffs for medical and decease prevention services, mechanisms for regulating the size of insurance obligations, contributions and payments, as well as the management of the health insurance funds.
It is also planned to create a system of incentive benefits and preferences for citizens with participation in the system of compulsory and voluntary medical insurance.
"The introduction of the mandatory health insurance system will not only improve the accessibility of the population to medical services, but also secure their quality in strict accordance with the approved standards of diagnosis and treatment", commented the director of the Republican Cancer Research Center Mirzagholib Tillashaykhov. “At the same time, while developing a new system, we need to carefully study the experience of foreign countries, so that it can work effectively”.
