As you know, on October 30, 2015, Tashkent hosted an international conference on the theme: "Actual issues of social partnership between State bodies and civil society to ensure protection of the rights and legitimate interests of the population".
A participant of the forum - the honorable senator of Belgium Dominique Tilemans after returning home commented on the results of this event.
— The international conference was organized at a high level. I express my sincere gratitude to the Parliament of Uzbekistan and other organizers for the warm welcome and interesting exchange of views.
I want to emphasize that your state has a clear vision of its future. Numerous trips to the country and participate in the last parliamentary and presidential elections as an international expert allowed me to objectively evaluate the leadership of Uzbekistan carried out measures aimed at improving the welfare and stability in the country.
After independence, the country decisively abandon the planned economy and the command-administrative system, formed a new company looking to a progressive future.
I am glad to see that in a short time in Uzbekistan conducted extensive work on the development of independent, sustainable institutions of civil society, which is an important component of the formation of a democratic state.
During the years of independence, the principle "From a strong state - to a strong civil society", initiated by the leadership of the republic, has fully justified itself. A clear indication is that now many NGOs in Uzbekistan provide reliable protection of democratic values, human rights and freedoms. Their participation in public affairs is expanding. In particular, effective the interaction of NGOs with government agencies in the development and implementation of socio-economic programs, including monitoring the progress of their implementation.
It deserves special attention the increasing role of mahallas in the deepening of democratic reforms in the country in addressing the pressing issues of citizens.
It should be emphasized that while implementing deep transformations Uzbekistan attaches separate value to strengthening the powers of the legislature and change a number of important constitutional laws on the basis of the experience of foreign parliaments. A powerful impetus to improve the efficiency of representative bodies gave Concept of further deepening democratic reforms and formation of civil society in the country.
I believe that the reforms in the country set up an effective mechanism of checks and balances, which eliminates the arbitrariness of any branch of the government in the course of enactment of laws to ensure the integrity, consistency, balance and effectiveness of the legal framework of socio-economic, socio-political development of the country.
We must encourage and assist Uzbekistan, that in turn helps it to continue successfully on the way of consolidation of civil society and preservation of values and traditions.
