INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE PROCESS OF DEMOCRATIZATION

Intensive development and introduction of modern information and communication technologies (ICTs) in public administration and in all sectors of the economy is one of the most important priorities of the state policy of the Republic of Uzbekistan.

Thanks to the systematic measures taken for the years of independent development of the country it has been achieved significant progress in the promotion of ICTs.

A press conference on the theme "The widespread adoption of information and communication technologies in the processes of democratization of society", held on August 14 at the National Press Center of Uzbekistan stated this issues. The event was attended by representatives of the print media, television and radio, as well as electronic publications.

At the press conference was noted that the implementation of the concept of further deepening democratic reforms and formation of civil society in the country put forward by President Islam Karimov, is a logical and natural continuation of reforms in the sphere of information technologies and communications. Taking into account important tasks identified in it the regulatory and methodological framework that allows public authorities, citizens and organizations to function effectively in the information society is being improved.

In addition, unified service standards providing a high level of information security resources, databases and information systems have been introduced.

The event emphasizes the role and importance of the Comprehensive Program of development of national information and communication system of the Republic of Uzbekistan for 2013-2020, aimed at the creation and widespread use of the "Electronic Government". It includes tasks such as the provision of the possibility to carry out relations with public authorities in electronic form, the implementation of the principle of "single window" in the system of public administration.

Within the framework of this document large-scale projects aimed at automation of business processes, further improving the investment climate and business environment, ensuring reliable protection of private property, small business and private entrepreneurship, the removal of barriers to their dynamic development have been implemented throughout the country.

It was stressed that the Law "On transparency of activity of bodies of state power and control" contributes to the strengthening of transparency, openness and reliability of public authorities and management, improvement the efficiency of their interaction with the population. Currently, a draft law "On e-government" is being developed, the adoption of which will raise the ICT sector to a qualitatively new level of development.

In Uzbekistan, a special attention is paid to the study of best international practices and cooperation with foreign countries in the field of ICT. In this context, it pointed out that to date joint projects and activities for the implementation of "e-government", training and retraining, networking software production and many other areas are being realized.

During the event, the journalists presented information on the work of the Single portal of interactive government services (my.gov.uz), providing public services and business entities on the principle of "one window". Today, the portal provides the opportunity to use more than 240 interactive services on 20 directions. At the same time, this resource is broadening, extending its reach and improving function.
