President of Uzbekistan received minister of internal affairs of Russia
On 23 March President of the Republic of Uzbekistan Shavkat Mirziyoyev received Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev, who is in our country on a working visit.
The Head of our state, greeting the guest, highlighted the significance of continuing active interactions among the law enforcements bodies of the two countries in the sphere of countering terrorism and extremism, organized crime, drugs trafficking and illegal arms trade.
A specific attention was attached to the issues of practical implementation of the bilateral agreements, reached during the visit of the President of Uzbekistan to the Russian Federation on 4-5 April this year, including in the sphere of migration.
Development of systemic and long-term cooperation in training of personnel for law enforcement bodies was underscored as one of the priority areas.
The Minister of Internal Affairs of Russia expressed a gratitude to President of Uzbekistan Shavkat Mirziyoyev for a warm reception and conveyed the sincere greetings and best wishes of President of the Russian Federation Vladimir Putin.
V.Kolokoltsev also highly appraised the reforms on improving the activity of internal affairs bodies under implementation in our country and reaffirmed the willingness for a full-scale partnership between law enforcement bodies of the two countries.

Cooperation issues discussed
A meeting has taken place in Tashkent between the minister of internal affairs of the Republic of Uzbekistan, Abdusalom Azizov, and the minister of internal affairs of the Russian Federation, Vladimir Kolokoltsev.
It was said that this meeting was a convenient opportunity for the implementation of agreements reached during the state visit of President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Russian Federation in April this year and for the strengthening of cooperation between the two ministries.
The Russian delegation were acquainted with the goals and tasks of a Presidential decree dated 10 April 2017 of Uzbekistan “On measures to thoroughly raise the effectiveness of the work of internal affairs agencies, to strengthen their responsibility for ensuring public order and to reliably protect people’s rights, freedoms and legitimate interests”.
There was talk about reforming the structure of this country’s Ministry of Internal Affairs, strengthening lower tiers of the system for keeping public order, ensuring people’s security and declaring Thursday day of preventing violations of the law and fighting against offences.
The minister of internal affairs of the Russian Federation, Vladimir Kolokoltsev, highly evaluated the effective system created in Uzbekistan for ensuring peace and calm, public security, the important role of specific work to prevent offences, and the positive results of close cooperation between preventive inspectors and public organizations, particularly neighbourhoods. He emphasized that it would be advisable to study this experience and to introduce it in other countries.
At the meeting, there was discussion of issues relating to the further strengthening of contacts in the fight against international terrorism, religious extremism, illegal migration and drug trafficking.
A document was signed on interaction between the Ministry of Internal Affairs of the Republic of Uzbekistan and the Ministry of Internal Affairs of the Russian Federation for the years 2017-2018.
The Russian delegation visited Samarqand and honoured the memory of the First President of Uzbekistan, Islam Karimov.
The delegation familiarized themselves with the work of the Olmazor district directorate of internal affairs in the capital city.

Uzbek President expresses condolences to May in connection with Manchester attack
President of Uzbekistan Shavkat Mirziyoyev today sent a message to Prime Minister of Great Britain Theresa May with condolences in connection with the terrorist act in Manchester.
The press service of the Uzbek Foreign Ministry said that the President of Uzbekistan asked to convey the words of sincere sympathy and support to the relatives and friends of the deceased. The head of Uzbekistan also wished a speedy recovery for all injured people.
Twenty-two people, including an eight-year-old girl, have been killed and 59 were injured in a suicide bombing at Manchester Arena, at the end of a concert by US singer Ariana Grande, on Monday, 22 May 2017.

New chairperson of State Statics Committee of Uzbekistan appointed
President of Uzbekistan Shavkat Mirziyoyev appointed new chairperson of the State Committee of Uzbekistan on statistics with his decree from 23 May.
According to the decree of the Uzbek President, Bakhodir Begalov was appointed as the chairperson of the State Committee of Uzbekistan on statistics.
At this post, Bakhodir Begalov replaced Botir Turaev.

The Ministry of Development of Information Technologies and Communications of Uzbekistan is preparing proposals to simplify the licensing procedure in the telecommunications sector
The draft resolution is posted on the website of the legislative acts impact assessment system regulation.gov.uz for public discussion.
The document aims at creation of favorable conditions for entrepreneurs to get license in telecommunications sector. It was developed through the open dialogue with entrepreneurs, study of their problems with collecting various certificates and other documents.
Under the new procedure, the list of documents for licensing activities in the field of telecommunications will exclude a statement from fire safety agencies on compliance with their standards, a statement of sanitary inspection bodies on compliance with the requirements of sanitary regulations, a copy of higher education diploma and a record book for specialists in design and construction of telecommunication networks.
As of July 1, 2017, it is envisaged to license the provision of services of data transmission network provider with no right for establishment of its own network solely through ‘single window’ centers and the Single Portal of Interactive State Services. Electronic issuance of licenses for such services since 2018 will be another additional convenience for entrepreneurs.
Mininfocom experts believe that the adoption of the resolution would allow narrowing down unnecessary barriers in license processing, including those in electronic form, simplifying licensing procedures and reducing the amount of documents to be submitted by the applicant for licensing a particular type of activity.

Foreign Minister receives EU delegation
On 23 May, Foreign Minister Abdulaziz Kamilov received the delegation of the Subcommittee on human rights of European Parliament comprised of MPs Joseph Weidenholzer (Austria), Klaus Buchner and Joachim Zeller (Germany).
During the visit, the guests will have meetings at chambers of the Oliy Majlis of the Republic of Uzbekistan, ministries and departments, with representatives of civil society.
During the meeting at the Foreign Ministry, the sides discussed state and prospects of bilateral relations between Uzbekistan and the EU in the sphere of interests of Subcommittee on human rights of the European Parliament.
At the request of the MP’s, the European side was informed on the implementation of broad reforms undertaken in the framework of implementation of the Action Strategy of five priority directions of development of the country in 2017-2021. It was stressed that successive steps aimed at building a democratic legal state and strong civil society are an integral part of the transformations.
The meeting also discussed other issues of mutual interest.

Foreign Ministries of Uzbekistan, Russia hold consultations
Ministries of Foreign Affairs of Uzbekistan and Russia held next round of bilateral consultations in Moscow on 23 May 2017.
Consultations were held within the framework of the Program of Cooperation between the Ministries of Foreign Affairs of Uzbekistan and Russia for 2016-2017.
During the consultations, the delegations of Uzbekistan and the Russian Federation exchanged views on relevant aspects of the Shanghai Cooperation Organization’s activities in the context of the preparations for the forthcoming meeting of the Council of the Heads of State of the SCO member-states, which will be held in Astana.
Diplomats discussed issues, included in the agenda of the Summit, including accession of India and Pakistan into the SCO as full members.
