Small industrial zones set to be established in Tashkent region
On August 10, 2017, President Shavkat Mirziyoyev adopted a Decree "On establishment of small industrial zones in the Tashkent region".
The document aims at full use of the rich natural, economic, mineral resources, scientific-technical and industrial potential of the region, further supporting and encouraging the development of new competitive industrial and small private enterprises and the deepening of industrial cooperation, creating new jobs and increasing incomes.
In accordance with the document, small industrial zones will be created on the basis of production areas and land plots.
The document established that:
— immovable state property located in the territory of the SIZ, is given to businesses in the long-term lease for a period of 10 years, with the subsequent granting of the right of ownership. The execution of business plans, creation and preservation of jobs, timely payment of all taxes and other obligatory payments is compulsory;
— a zero rate of rent is set for the use of immovable state property located in the territory of the SIZ.
Repayment of loans is made in national currency at the exchange rate of the Central Bank of the Republic of Uzbekistan on the maturity date, in accordance with repayment schedules.

CBU issues 50,000-soums banknote into circulation
Central Bank of Uzbekistan will introduce 50,000-soum (currency rates of CB RU from 16.08.2017, 1$= 4154.36 soums) banknotes into circulation, the regulator said in a statement.
The bank said that it will introduce new 50,000-soums banknote into circulation from 22 August 2017.
The regulator said that new banknote will have size of 144 to 78 mm and printed on protected paper.
The Central Bank said the banknote will have watermark in form of Uzbekistan’s emblem and number “50,000” in right side on white field.
On the left side of the white field, there is a security threat with a 3D effect.
The front side of the banknote includes text “O’ZBEKISTON RESPUBLIKASI MARKAZIY BANKI” (The Central Bank of the Republic of Uzbekistan”.
In the left side of the background of the ornamental elements, there is the Emblem of Uzbekistan.
The front side of the banknote has emblem of Uzbekistan and serial number of the banknote, which includes two letters and seven digits.
The text “SO’M” is written over the number “50000” in the left bottom side of banknote and over the number, there is text “ELLIK MING” (Fifty thousand).
In the center of the front side of the banknote, the storks raising above the arch "Ezgulik", located on the Mustakillik square, are depicted.
In the lower part of the banknote, there is a face value of 50,000, which can be felt with touch and changes color from bronze to green depending on the viewing angle.
Watermarks are on the reverse side in the left part on the white field. In the upper part of the coupon field there is an image of the arch, complementing each other with the image of the front side of the banknote when viewed on the lumen.
In the center of the banknote, there is the architectural building "ANJUMANLAR SAROYI".
In the upper left corner of the picture there are inscriptions "50000" and "SO‘M" crossing over each other, over which the denomination of the banknote "ELLIK MING" is indicated in words.
And also, the denomination of the banknote in the form of "50000" is indicated in the upper right and lower left coals.
The lower part of the banknote has text “O’ZBEKISTON SO’MINI QALBAKILASHTIRISH QONUNGA MUVOFIQ TAQIB QILINADI” (Forgery of Uzbekistan’s soums is punished in line with the legislation).
The Central Bank said that new banknote should be accepted by all businesses and population without any limit on its face value.

The funds saved from the provided benefits for tax and other payments, as well as the supply of modern technologies and spare parts from abroad, are sent to the production of high-quality, export-oriented products.
"A large-scale work is carried out in the region to produce competitive products and strengthen international cooperation," said Umid Nishonov, representative of the Ministry of Foreign Trade of the republic in the Jizzakh region. “In 2016,
36 enterprises were engaged in export activities and sold products for $ 38 million, and this year their number increased by 18 entities. The region’s industrial enterprises export carpets, knitted goods, yarn, electrical products, building materials such as glass wool, sulfur, lime, and much more.
In the export of products, such large enterprises as Roison home white goods, Diamond Carpet, Forish Textile Group, Ekoclimat are among the leaders. Last year their products were exported to such countries as Russia, Kazakhstan, Kyrgyzstan, Turkmenistan and Lithuania. This year, the geography of exports expanded at the expense of India, France, South Korea.
The optimal business environment in the free economic zone (FEZ) Jizzakh contributes to an increase in the production of goods that meet world standards. Enterprises, using the privileges and preferences created for FEZ, make a significant contribution to increasing the export potential of the region. In the current year 25 agricultural enterprises take measures to export 70 tons of agricultural products.
The regional representative office of the specialized foreign trade company Uzagroexport assists agricultural producers in the search for foreign partners, concluding contracts, provides marketing and consulting services.
13 Jizzakh trade houses operating in large cities of Russia, Kazakhstan and Kyrgyzstan expand their exports of agricultural products. By the end of the year, it is planned to open five more trading houses. Participation of farmers in local and international trade shows helps in finding foreign partners.

Farmers to Receive Additional Backing
The agrarian sphere of Uzbekistan is expected to see big changes in the near future. The head of state approved a number of measures to radically improve the activities of the Ministry of Agriculture and Water Resources.
This decision was made in connection with the fact that the existing system of agricultural management does not meet modern requirements, especially in terms of introducing market relations and improving the efficiency of agricultural production.
The country has not enough attention is paid to modern resource and water saving agricultural technologies, modernization and technical equipment of the industry, still low level of integration of education, science and agricultural production, the use in the agricultural sector of innovative scientific research.
In addition, there are shortcomings in the water management system, and the efficiency and rational use of water resources is not adequately ensured.
In this case, poorly developed infrastructure and the provision of specialized services to the agricultural sector, the low efficiency of interaction between service providers with farms leads to violations of the rights and legitimate interests of agricultural producers, poor quality and overpriced tariffs for services rendered.
To change the situation, the head of state decided to transform the organizational structure of the ministry. So, for example, in the near future councils to solve the problems of the branches of agriculture created in the structure of the central apparatus will be abolished.
It is planned to reform of Lower-Syrdarya, Lower-Amudarya and Zarafshan river basin administrations of irrigation systems by creation on their base of Lower-Syrdarya, Syrdarya, Zarafshan, Lower-Amudarya, Left bank-Amudarya, Zarafshan and Lower-Zarafshan basin administrations. The special irrigation departments, which will administer by a part of the irrigation facilities of regional importance, will be organized under them.
Another important direction will be the creation of the Center for the implementation of investment projects in agriculture and water management. He will attract foreign investments, soft loans and grants to ensure timely and effective implementation of investment projects, tendering and contracting and monitoring of equipment, materials, works and services under the contracts.
Also interesting are measures to improve the status of the ministry’s senior staff. So, now deputy chairman of the Council of Ministers of Karakalpakstan on agriculture and water resources at the same time will be the Minister of Agriculture and Water Resources of Karakalpakstan, and vice governors (deputy hokims) on Agriculture and Water Resources - heads of agriculture and water resources departments of regions.
At the same time, the head of the Lower-Amudarya Basin Administration of Irrigation Systems will simultaneously become Deputy Minister of Agriculture and Water Resources of Karakalpakstan.
The head of state instructed Vice-Premier Zoyir Mirzaev until the end of September this year to make an inventory of infrastructure serving agricultural producers, as well as the legal and regulatory framework governing the relationship between agricultural producers and procuring, provisioning, service organizations.
Based on the results of monitoring, by January 1, 2018, a draft legal and regulatory document should be prepared that provides for the improvement and development of infrastructure facilities serving agricultural producers, as well as their dislocation.

Uzbekistan – South Korea: cooperation in the sphere of ICT is developing
Uzbek-South Korean forum on development of open source software was held in the International Business Center in Tashkent.
The forum, organized by the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan jointly with the National IT Industry Promotion Agency of the Republic of Korea, was attended by the heads of companies in the sphere of information technology, software production, representatives of business circles and higher educational institutions.
First Deputy Minister for Development of Information Technologies and Communications of the Republic of Uzbekistan Olimjon Umarov, Vice President of the National IT Industry Promotion Agency of the Republic of Korea Tae Yeol Kim and others noted that the scale of mutually beneficial cooperation between our countries is expanding. Establishment of mechanisms for long-term cooperation on informatization of society, in particular, access to free and open code products of software was noted as the general objectives of the parties.
Favorable conditions are created in our country for formation and active development of high-tech industries. The fact is that it is impossible to achieve economic stability without introduction of digital technologies into various spheres of society and the economy. The Decree of the President of the Republic of Uzbekistan “On measures of radically improving the conditions for the development of information technology industry in the republic” of June 30, 2017 marked the beginning of a new stage in software development.
– It is gratifying that the sphere of information and communication technologies is being improved in Uzbekistan, the production capacity of enterprises is increasing, and new technologies are being introduced, – said Tae Yeol Kim. – Supporting aspirations of Uzbekistan in this direction, an analysis of best practices in informatization of the “e-government” system, promotion of software system development is envisaged within the framework of our cooperation.
Participants of the forum emphasized that our countries have great potential in further development of cooperation in the use of information and communication technologies.
At the event, reports were heard on the current state and prospects of the software market in Uzbekistan and South Korea, the wider introduction of advanced ICT in various spheres of society.
