Assalomu alaykum, dear compatriots!
Dear guests!
Ladies and gentlemen!
Above all, on this blessed day, allow me to sincerely congratulate you, my dears, and our entire nation and express my kindest wishes on the occasion of our greatest and dearest holiday - the Independence Day.
Exactly 26 years ago, our First President, the prominent statesman and political figure Islam Abduganievich Karimov proclaimed the state independence of the Republic of Uzbekistan.
From that day on a new independent and sovereign state - the Republic of Uzbekistan emerged on the world map.
A new period started in the several thousand years-long history of our beloved Motherland - the period of freedom and liberty, national reconstruction and development.
Today, summarizing a complex and difficult, yet extremely glorious path chosen by our nation at its own will and traversed during the years of independence, we proudly speak about great successes and achievements we have accomplished in a historically short period of time in terms of deciding our own fate, taking a worthy place in the world community, restoring our national statehood, time-honored values, customs and traditions, our holy religion and ensuring human rights and freedoms.
Certainly, it is natural that today all of us, our entire nation time and again recall that the historical contribution of our First President Islam Abduganievich Karimov has been unique in achieving these successes.
Today, in our great capital city of Tashkent in front of the Oksaroy residence, we have unveiled a monument to Islam Abduganievich. On September 2, 2017, we will unveil a monument to Islam aka in Samarkand city where he was born and grew up.
On January 30, 2018 - on his 80th anniversary, we are planning to unveil a monument to our First President in the city of Karshi, complete the construction of a memorial complex in Samarkand and hold their solemn opening ceremonies as well.
Today, we are all united in one belief: the great historical services of our First President to the Motherland and the state, his imperishable memory will eternally live in the heart of our nation.
Dear fellow countrymen!
We deeply realize that today we have yet more important and urgent tasks in terms of ensuring peace and tranquility in our country, as well as decent living standards of our people.
Today’s intense period of ever increasing competition across the world requires a new way of working and thinking, as well as high level of mobilization from all of us.
Proceeding from these enormous tasks standing before us, and in order to elevate the national development to the new level, we have adopted the 2017-2021 Strategy of Action for the Development of the Republic of Uzbekistan on Five Priority Directions.
The Strategy has defined enhancing the state and social construction, ensuring the rule of law and reforming the judicial system, further developing the economy and social sphere, ensuring security, inter-ethnic peace and religious tolerance, pursuing a deeply thought-out, mutually beneficial and pragmatic foreign policy as the main directions of our development.
Certainly, it is not for nothing that the principle “It is the state bodies, which must serve the people and not vice versa” has turned into one of the most priority areas of state policy.
First, at present, mayors of all levels, heads of ministries and agencies, prosecutor’s office, judicial and law enforcement bodies, deputies and senators travel across the country and report about their activities to the people on the ground.
They are visiting each and every makhalla (the neighborhood community), each and every house, studying the people’s everyday problems and providing practical assistance to address them in accordance with the law.
Second, we are focusing on modernization and diversification of our economy, production of competitive goods, increasing the export potential of our country and, thus taking a worthy and firm place in the world market.
It is worth noting that with this goal thousands of projects have been implemented during the past short period within the framework of programs of socio-economic development, modern high technology plants and factories are being constructed, new jobs are being created.
The structural transformations are underway in the sphere of agriculture to which our present and future development is directly linked.
Especially, you are well aware that we are abandoning the traditional methods of placement of agricultural crops and attracting investments to growing the export-oriented crops, which will increase the farmers’ incomes.
In order to ensure the sustainable development of our country and proceeding from the principle “If people are rich, the state shall also be rich and powerful”, at present, the new opportunities and privileges are being created in our country to drastically improve the climate of business and entrepreneurship.
Most importantly, we are pleased that this sphere is becoming a solid foundation for thousands of our citizens, primarily the youth, to work and earn their income honestly, as well as to increase the well-being of the population.
Third, you are certainly aware of the work carried out in social spheres, especially, in terms of making positive changes in the areas of public healthcare, education, gas, electricity and drinking water supply, utilities services, road construction, as well as increasing the efficiency of the bodies of internal affairs, which cause the strongest dissatisfaction among the population.
In order to address a grave problem of affordable housing, which has been our people’s great concern for several years, we have adopted a special program for 2017-2021.
In line with this program, 1,136 multistory affordable apartment buildings, including over 100,000 new standard design houses are to be constructed in rural areas in the next 5 years.
Certainly, all of us are pleased that these days over 5 thousand families in rural areas alone are having housewarming celebrations in their new houses, which have been constructed this year.
Speaking about consistent continuation of these works, I would like to especially underline that living with people’s concerns and problems in mind will always remain the supreme criterion of humanity and the most important task for us.
Our people wish to see the positive changes in their life not in the future, but today, they wish to enjoy them today.
Fulfilling such natural wishes and expectations of our population must turn into the main duty and task of each and every official and leader.
Fourth, we are paying special attention to elevating to a new level the activities of parliament and political parties, as well as social organizations, which are the important institutes of civil society.
In particular, it is worth noting that recent decrees and resolutions in terms of enhancing the activities of the makhalla system, “Nuroniy” Foundation, Women’s Committee, and the youth organization are producing their first results.
Especially, I would like to dwell upon the fact of establishment of the Youth Alliance of Uzbekistan, which aims to thoroughly protect the rights and interests of the country’s youth, as well as the work carried out in terms of increasing the place and prestige of this organization in our life, providing it with new privileges and opportunities.
Since our key task is to bring up the youth full of energy and perseverance capable of assuming the responsibility for the destiny and future of our country and mobilize their entire knowledge and potential on this path.
We are confident that with its practical activities the Youth Alliance of Uzbekistan will certainly meet our and, primarily, our youth’s aspirations.
Taking into consideration the present-day requirements, as well as the wishes and aspirations of our people, we are implementing serious changes in the system of science and education. The system of school education is undergoing a drastic transformation with restoration of n-year universal secondary education. New institutes of higher learning, research and creative centers are being established in a number of regions of our country. Admission quotas to the institutes of higher learning have been significantly increased. Extramural forms of higher education are being restored.
Additionally, one of the issues which is of great concern to us - the system of preschool education is undergoing cardinal reforms.
Our goal is to ensure the full coverage of children of preschool age with preschool education in the next 3-4 years and we will certainly achieve this goal. With this objective in mind, a special state program is being drafted these days.
Fifth, the works on ensuring social stability, preserving the purity of our holy religion, fighting the threat of religious extremism and terrorism are being organized in the country based on new approaches.
We are also focusing on the issues of guiding the people who made unintentional mistakes to the right path, returning them to a healthy life.
We must never forget one truth of life. That is to say, if we label a person who made mistake as “bad” and push him aside, he will always remain such. Only a healthy society is capable of turning a bad man into a good one, into a friend.
In order to ensure the priority of a sound mind and a healthy force in our society, we must constantly think and carry out a proactive work to elevate our spiritual life, protect our population, above all, our youth from various harmful influences, and bring them up as comprehensively developed persons.
Certainly, you are well aware of our reforms, which are underway in this regard and our practical measures aimed at increasing the efficiency of enlightenment and awareness raising works, further developing the activities of cultural and arts organizations, creative associations and the mass media, as well as providing decent wages to the workers of this sphere.
At the same time, it should be noted that such large-scale works are just part of reforms launched by us, just initial steps.
In order to translate our high goals and plans into a real result, all of us must spare no strength and knowledge, selflessly and diligently work and be proactive.
Therefore, the next two years will be the period, which will require an extraordinary mobilization in our activities and all of us must certainly ensure the honest fulfillment of this task. Our people are expecting it from us.
In this regard, consolidation of peace and accord, the climate of mutual respect and harmony in our society, enhancing the potential of our Armed Forces will be in the constant focus of our attention.
Dear friends!
While we have started the enormous works on comprehensive modernization of our country, deepening structural transformations and democratic reforms, further consolidating our independence, we well understand that their success depends on external factors as well.
Therefore, development of ties of close friendship and mutually beneficial cooperation with far and near states, primarily, with neighboring Central Asian countries will remain as one of the key directions in our foreign policy. Our people are certainly aware of our practical works in this regard.
Taking this opportunity, on behalf of our entire nation allow me to thank the ambassadors of foreign countries and the representatives of international organizations, who are participating in this ceremony today and convey our sincere congratulations and greetings to the people of all states.
Dear and esteemed compatriots!
Today, along with the Independence Day, our nation is welcoming the holiday of Eid al-Adha with great joy.
There is a deep and symbolic meaning in overlapping of these two great holidays.
Availing myself of this opportunity, I once again sincerely congratulate all of you, my dears, on this double celebration.
Standing on this high rostrum, I bow low before our courageous and noble, laborious and generous nation who is the creator of all of our achievements and our great future.
In these days of great celebration, summarizing all of my kindest wishes from the bottom of my heart, I would like to say:
Let us never get tired of faithfully serving on the path of prosperity of our unique Motherland.
Let us all see the ascent of our beloved country happiness and success of our children and grandchildren!
Let our Uzbekistan always prosper!
Let our Independence be eternal!

Great holiday of an independent country
Festive celebration dedicated to the 26th anniversary of the independence of our Motherland was held at “Uzbekiston” Palace of international forums.
Independence – the greatest blessing for every nation.
Independence – the recognition of own identity, the right to be an owner of own land, to exalt and glorify own Motherland.
Independence – the opportunity to be equal among equals, determine own destiny, live freely and happily.
On August 31, 1991 – a historic day, when the state independence of Uzbekistan was proclaimed. Our people, deeply aware of its value and significance, are widely and solemnly celebrating this date.
This year, in accordance with the resolution of the President of our country of June 27, 2017, a large-scale preparation was conducted for the celebration of the twenty-sixth anniversary of the state independence of the Republic of Uzbekistan. The festive celebrations took new forms and were filled with new content in the spirit of transformations implemented in our society.
The main celebration was held on August 31 at “Uzbekiston” Palace of international forums. It was attended by representatives of the state and public organizations, members of the government, employees of ministries and departments, leading workers of various socio-economic spheres, heads of foreign embassies and representative offices of international organizations in our country.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev congratulated all the people of Uzbekistan on the twenty-sixth anniversary of independence.
The National anthem of the Republic of Uzbekistan sounded. Participants of the celebration sang the main song of the country, experiencing great excitement and pride.
The eighties of the last century were a very difficult period for the republic. Our people have practically lost their national identity, language and religion under the pressure of the former system.
In this difficult period Uzbekistan was headed by Islam Karimov. He bravely fought against the unjust system and defended the interests of our people. When the former regime still retained its power, the leader of Uzbekistan was one of the first to proclaim the republic as an independent state.
Islam Karimov established a new Uzbek statehood, in fact, revived the country, which appeared on the edge of the abyss. The economic programs developed by the First President of our country ensured its stable development. Uzbekistan has taken a worthy place in the world community due to his wise foreign policy, efforts on ensuring peace and strengthening cooperation.
The population’s living standards are gradually growing as a result of implementation of the noble idea “Reforms not for the sake of reforms, but primarily for people”, a step-by-step transition to a socially-oriented market economy, large-scale creative work. Legal democratic reforms and attention to increasing spirituality have changed consciousness and thinking, the worldview of our people.
At the festive event in honor of the 26th anniversary of independence, the participants honored the memory of the First President of our country Islam Karimov with deep respect.
Uzbekistan entered a new era of independent development with a new leader. On December 4, 2016, Shavkat Mirziyoyev was elected as the President of the Republic of Uzbekistan.
Shavkat Mirziyoyev defined the main goal of his activity along with the continuation of the policy of Islam Karimov to further deepen reforms in all spheres.
Based on the idea of “We will build a free, democratic and prosperous state of Uzbekistan together with our courageous and noble people”, implementation of radical reforms on modernization of the country, improving the quality and efficiency of public administration system has begun. The activity of governing bodies has been improved, many ministries and departments have been transformed, new structures have been organized.
A modern and effective system of dialogue with people is established. The activities of the Virtual and Public reception of the President of the Republic of Uzbekistan, public receptions at places are contributing to the protection of human interests. Special attention is paid to providing broad opportunities for the population, raising people’s real incomes, further developing entrepreneurship, creating workplaces, expanding exports.
Relations with neighboring states, which the President of our country visited with the first state visits, have been improved. The principle of bilateral and multilateral cooperation, instead of competition, expanded the possibilities for economic interaction, further strengthened regional security and interethnic harmony.
All these features have found their bright reflection in songs sounded at the festive event in different languages, speeches of national-ethnographic collectives.
Mutual respect, harmony and generosity are the highest value in Uzbekistan. There is an atmosphere of peace and tranquility in our society.
International authority of Uzbekistan is steadily growing due to peace and stability. The most developed countries, leading world banks and companies are willing to cooperate with our country.
Changes in the festive program of this year have enriched its content. Songs, poems, dances performed by children, defenders of the Motherland, art masters replaced each other on stage. The celebration ended with the song “Vatan azizdir” (“Dear Motherland”).
Indeed, Motherland is sacred. Our destiny, the present day and the future are inextricably linked with it. Our ancestors are buried here, their rich heritage is preserved. Today we with our families, friends and colleagues are living happily in this sacred land. We are developing plans with confidence and implementing them, we all together are dreaming of a bright future.
All this is possible due to independence. State independence serves as a solid foundation for ensuring national interests, peaceful and tranquil life of our people, raising the country’s international prestige. And over time, the significance of this good for national development, the fate of present and future generations will only increase.
Festive events and folk festivals are continuing in all cities and villages of our country.

Monument to the First President of the Republic of Uzbekistan Islam Karimov is opened in Tashkent
Exactly twenty-six years ago, the First President of our country, a great statesman and politician, an outstanding son of the Uzbek people Islam Karimov proclaimed the state independence of the Republic of Uzbekistan.
People of Uzbekistan associate all the tremendous success achieved in the years of independence with the name and activity of the First President. Islam Karimov directly led the work on establishment and implementation of a fundamentally new system of education for the harmoniously developed generation, which completely changed the intellect and outlook of youth – the decisive force of our present day and the future.
... August 31, 2017. Oksaroy Residence in Tashkent, where the First President of our country worked for many years, heading the state. Sound of sad melody. The national flag is fluttering.
Members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, members of the government, Heroes of Uzbekistan, scientists and cultural, literature and art figures, representatives of public organizations, heads of embassies of foreign countries, representative offices of international organizations in our country, students, representatives of national cultural centers, the Republic of Karakalpakstan, the regions and the city of Tashkent attended the solemn ceremony dedicated to the opening of the Monument to Islam Karimov.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the complex and delivered a speech at the ceremony.
Islam Karimov, as the true leader of the nation, selflessly loved people who grew up and brought him up, his beautiful and inimitable Motherland, defended and realized its interests, considered the main goal of his life, noted the President of our country. He always followed the call that was forwarded by himself – “To live for the sake of people, for the sake of the country” and became an immortal ideal for future generations.
I am sure that from this day on this complex will forever become a sacred place for our people, said the head of our state.
Under the sounds of a silent melody, Shavkat Mirziyoyev and the spouse of the First President Tatyana Karimova opened the Monument to Islam Karimov. They laid flowers at the foot of the monument to our great leader and paid tribute to his memory.
Leading independent Uzbekistan for 25 years, the First President of our country has gained great authority among our people and in the international community as the great statesman who developed and implemented a deeply thought-out strategy of establishing of a market-based constitutional democratic state and open civil society.
Large-scale reforms initiated by the First President are now being consistently continued by the head of our state Shavkat Mirziyoyev.
The resolution of the head of our state “On perpetuating the memory of the First President of the Republic of Uzbekistan Islam Abduganiyevich Karimov” of January 25, 2017 became a practical reflection of the boundless respect and love of our people for their great son. As stipulated in the resolution, large-scale measures are taken on perpetuating the blessed memory of the First President of our country. In October 2016, the Republican charitable public foundation named after Islam Karimov was established. The mosque in Fergana street of Yashnabad district of Tashkent is called “Islom-ota”. A significant work was carried out on organization of a museum of Islam Karimov in Samarkand. Within the framework of implementation of the resolution, Tashkent state technical university, Asaka automobile plant, the Palace of arts in Fergana, Tashkent international airport, the central streets of the capital of our country, Nukus, regional and district centers are named after Islam Karimov.
The President of our country Shavkat Mirziyoyev visited the final resting place of the First President of our country in Samarkand several times. Becoming familiarized with the project of the memorial complex, which will be erected on the burial site of Islam Karimov, gave instructions on its improvement.
An international creative competition was announced on creation of a monument to our great leader in light of the execution of the resolution of the head of our state “On organization of international creative competition on creation of a monument to the great state and political figure, the First President of the Republic of Uzbekistan Islam Abduganiyevich Karimov” of December 2, 2016.
According to the results of the competition, the monument created by a sculptor, academician of the Academy of arts of Uzbekistan, honored artist of Uzbekistan Ilkhom Jabborov was recognized as the best one.
Chairman of the Union of writers of Uzbekistan M.Akhmedov, academician of the Academy of sciences of Uzbekistan Sh.Karimov, people’s artist of Uzbekistan G.Melnikova, chairman of citizens’ gathering of “Chilonzor” makhalla of the city of Tashkent O.Mutalov, FIFA referee, holder of “El-yurt khurmati” ” (“Respected by people and homeland”) and “Buyuk khizmatlari uchun” (“For outstanding merits”) orders R.Ermatov, the spouse of the First President T.Karimova noted that Islam Abduganiyevich Karimov selflessly loved his people, he faithfully served Uzbekistan until the last days of his life and that the unfading memory of him will forever remain in the hearts of our compatriots, all our people.

On this memorable day of the celebration of the greatest, most precious holiday – the 26th anniversary of the independence of our Motherland, President Shavkat Mirziyoyev visited the Mustakillik square and laid a wreath at the foot of the Monument of Independence and Humanism, which is a symbol of our freedom, bright future and noble aspirations.
Members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis, representatives of the Cabinet of Ministers of the Republic of Uzbekistan, ministries, departments and the public also laid flowers at the foot of the monument.

AUGUST 31 - DAY OF MEMORY OF VICTIMS OF REPRISSIONS

In memory of fighters for peace and prosperity
Independence, peace and progress. These great concepts are always mentioned together. The great successes that is achieved and being achieved by Uzbekistan, renewal of all spheres of our life, creative work, well-being of the population, peace and tranquility, harmoniously developed generation – many of our ancestors gave their lives in the name of independence that gave us these blessings! These days, on the eve of Independence Day, once again paying tribute to the memory of our ancestors who sacrificed themselves along this path is a human, civic duty of each of us.
“Shahidlar hotirasi” (“Memory of martyrs”) memorial complex, erected at the initiative of the First President of our country on the shore of Bozsu is a vivid manifestation of the great respect and honor of the memory of our compatriots who sacrificed their lives for the sake of people’s freedom and independence of the Motherland. It is always crowded, because this place not only keeps a memory of the victims of repression, but also calls on the young generation to cherish our sacred homeland, the country’s independence as an apple of the eye.
...August 31. Early morning. The sun rises above the dome of the symbolic mausoleum erected in memory of the victims of repression. Seeing this picture, people who came to the memorial complex, feel a sense of gratitude, they even more deeply understand their involvement in the fate of the Motherland.
In connection with the Day of remembrance of the victims of repression, a ceremony in memory of our compatriots who died for the freedom and independence of people was held in this complex.
The ceremony was attended by the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
A tribute was paid to the memory of victims of repression.
The President of our country talked with the heads of the Board of Uzbekistan Muslims, religious figures, makhalla activists and representatives of intelligentsia.
Remembrance of the victims of repression who dreamed of the present prosperous days, who sacrificed for this life, fills our hearts with light, strengthens our spirit. We are once again convinced that goodness and justice has triumphed, we are proud of success achieved in the years of independence, and the creative work carried out throughout the country, we are even more deeply aware of the importance of independence, free and prosperous life, which our ancestors dreamed of and which the present generation is honored.
The attitude to history in our country has changed radically due to independence. A large-scale work is being carried out on revival of national values, the good name of our scientists and saints, political leaders and generals, honoring their memory, remembering thousands of people who gave their lives for the sake of the freedom of the Motherland and people.
The memory of a man lives in his good and creative deeds. A vivid example of this is the life of educators of the early ХХ century, such as Bekhbudi, Munavvar qori, Fitrat, Chulpan, Kadiri, Botu, Elbek, Usmon Nosir and many others. Their dream of building a free homeland came true due to independence. Today, harmoniously developed young generation, who is not inferior to anyone, is being brought up in our free country.
Restoration and improvement of many historical monuments in our country is linked with the name and activities of our First President.
In particular, according to the Decree of the First President of our country “On establishment of the Day of remembrance of the victims of repression” of May 1, 2001, the “In memory of victims of repression” museum was built in “Shahidlar hotirasi” memorial complex.
The museum was solemnly opened on August 31, 2002, when the Day of remembrance of the victims of repression was celebrated in our country for the first time.
The President of our country Shavkat Mirziyoyev got acquainted with the exhibits of the museum.
The struggle of our ancestors for peace and freedom of the Motherland is an example for today’s youth, said the head of our state. It is necessary to organize branches of the Museum of victims of repression in each region. It is advisable to open them at universities and institutes. It is also necessary to develop a special curriculum for schools dedicated to the victims of repression.
Shavkat Mirziyoyev gave instructions to the officials on further improvement of the area around the Bozsu canal, which runs next to the museum.
The local atmosphere is a source of inspiration for creative people, so it would be good to hold various events on the territory adjoining Bozsu – makom (type of classical music) evenings, meetings of youth, representatives of the older generation and intelligentsia, said the President of our country.
As history shows, the place where the memorial complex and the museum are located, under the former system from the 1920s to the beginning of the Second World War, was the place of execution of the repressed. The executed ones were buried immediately, and the memorial complex unites these three burial places. The symbolic mausoleum serves as the center of the memorial, and the museum is the enlightenment center of the complex.
A nation that does not remember its history cannot comprehend the essence and significance of important life truth and has no future. The interests of people and the desire of ensuring prosperity of the Motherland lie at the heart of success achieved in the years of independence.
Most importantly – every citizen of our country becomes conscious and active participant in such responsible process as strengthening our independence. Undoubtedly, a brighter future is awaiting our people, who consider honoring the memory of their ancestors, ensuring peace and prosperity in the country, living with a sense of belonging to the fate of the Motherland as their duty. Therefore, our independence will be eternal.

Exhibition arranged on doubly joyous occasion: pictures showing history and today
In the exhibition hall of the Art Academy of Uzbekistan, an exhibition of art has been opened, devoted to the 26th anniversary of the Motherland’s independence and the 20th anniversary of the Art Academy of Uzbekistan.
The deputy chairman of the Art Academy, F.Toshmuhamedov; a people’s artist of Uzbekistan, V.Burmakin; and others said that good conditions created thanks to independence for creative workers, artists particularly, had made it possible for them to work productively and produce high results.
They also said that the establishment of the Art Academy was an important factor in the development of this sphere’s professional school of mastery and in its further strengthening in future.
Pictures, including works of fine art and graphic art, by artists working actively today are on display at the exhibition. Among these are works of art by such artists as S.Abdullayev, J.Umarbekov, A.Nur, V.Burmakin, A.Ikromjonov, S.Rahmetov and O.Olloberganov.
“Works of art by representatives of different generations are on display, which makes the exhibition even more interesting and meaningful. Each of these pictures is really significant. Artists’ inner feelings and views are expressed in drawings. Today’s exhibition is unique and comprehensive,” says Abduhakim Karimov, a creator of miniature art works.
In the retro part of the exhibition, there are many works of art in various genres. These pictures set people thinking.
