Islam Karimov’s birthday celebrated all over the country
President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Samarkand on 30 January on the occasion of the birthday of First President of our country Islam Karimov.
The Head of our state paid a tribute of respect to the memory of Islam Karimov at his burial place. The Quran verses were recited.
Currently, Samarkand is being acknowledged as the city, where, along with world-famous, must-see Registan, Bibikhonim, Shakhi zinda, Khazrati Khirzr sites, the eternal resting place of the First President of the Republic of Uzbekistan, the founder of our independence Islam Karimov is located.
Nowadays this place is turned into a revered site with non-stop flow of visitors. Our compatriots, arriving from different parts of the country, are paying a tribute of respect to the memory of Islam Karimov and remembering his noble deeds for the sake of the Motherland and the people.
Under the initiative of the First President, wide-scale works were accomplished in our country. Samarkand region, having undergone remarkable restoration and improvements, is attracting the interest of guests and tourists from all over the world. The creative efforts at the Imam Bukhari complex has received favorable feedback, attention and respect of many statespersons and public figures of the Islamic countries, thousands of visitors.
These noble deeds are continued steadily under the guidance President Shavkat Mirziyoyev.
In this regard, the resolution of President Shavkat Mirziyoyev “On perpetuation of the memory of First President of the Republic of Uzbekistan Islam Karimov” on 25 January 2017 was a vivid demonstration of the wish of our people. The resolution envisages naming different sites in our country after our Great Leader, installing his monuments in Tashkent, Samarkand and Karshi cities. On the occasion of 30 January- the birthday of Islam Karimov, commemoration events are being held at educational institutions, military units, labor collectives and communities.
On the same day, the capital Tashkent, the Republic of Karakalpakstan and all regions have hosted charitable plov ceremonies. President Shavkat Mirziyoyev attended the events in Samarkand and Tashkent.

FREE ECONOMIC ZONE

Investors Get Settled in Jizzakh
Jizzakh Free Economic Zone (SIZ) produced goods to 255.2 billion soums (currency rates of CB RU from 31.01.2017, 1$= 3280.25 soums) and exported to $11.9 million last year.
Today, FIZ companies manufacture brake pads for passenger and freight vehicles, television sets, air conditioners, refrigerators, washing machines, microwave ovens, LED lamps, polypropylene thread, video and IP-phones, telecommunication equipment, Internet modems.
Chinese investors show particular interest to the FEZ. Within the business forum in December 2016, the Chinese and Jizzakh businessmen reached agreements and signed memorandums on 10 projects.
FEZ administrative board together with foreign and local investors is currently working on the implementation of 25 projects of the initial cost of $213.3 million. There are plans to commission the first stage of a foreign enterprise Mingyuan Si Lu Industry in the second quarter of the current year, which is capable of annual production of 24 million square meters of glass.
Established through $109.7 million of Chinese entrepreneurs, the new company will offer 391 new jobs after reaching full capacity.

Ozbekiston Havo Yollari: reliable wings of independent country
A ceremonial event took place in Tashkent on 28 January on the occasion of the 25th anniversary of the Ozbekiston Havo Yollari national airline.
The event was attended by members of the Senate, deputies of the Legislative Chamber of Oliy Majlis (parliament) of the Republic of Uzbekistan, members of the government, representatives of state and public organizations and representatives of the diplomatic corps accredited in the country, officials and veterans of the airline.
A congratulatory message from President of the Republic of Uzbekistan Shavkat Mirziyoyev to the staff of the Ozbekiston Havo Yollari national airline was read out by the Prime Minister of the Republic of Uzbekistan, A.Aripov.
Presidential decrees were issued to give the Ozbekiston Havo Yollari national airline a certificate of merit of the Republic of Uzbekistan, and high state awards of the Motherland to a number of workers of this airline. During the event, these awards were presented to them ceremonially.
In accordance with a decree dated 28 January 1992 of the country’s First President, Islam Karimov, “On establishing Uzbekistan’s national airline”, this national airline was created. This was an important step towards the economic development of the country and towards strengthening its independence.
This document set the company tasks relating to the stable development of the civil aviation sector, which is of strategic significance, to ensuring flight safety and to providing services for passengers to international standards.
In Uzbekistan, the state constantly pays attention to improving the work of the national airline. As a result, in a short space of time, the Ozbekiston Havo Yollari national airline took up a worthy position in the world air services market. At the same time, safety, comfort and high quality became hallmarks of the airline.
The civil aviation sector is one of the important sectors that promote the country’s good image and strengthen international ties. Modern and comfortable airliners bearing the state flag’s image and the writing “Ozbekiston” carry out regular air flights to more than 50 countries of the world and charter flights to destinations ranging from Alaska to New Zealand. In the year 2016, Uzbekistan’s national airline provided services for 2.5 million passengers and transported 43 thousand tonnes of cargo.
Over the past period, the air fleet of the national airline was completely modernized with new and comfortable aeroplanes, including those of the latest generation. As a result, the national airline of Uzbekistan took up a firm position in the world air transportation market and ensured a high level of aviation safety.
All these not only show the dynamic augmentation of the country’s economic potential but also help the development of international tourism. After all, tourists prefer to visit countries where a wide range of good and affordable transportation services are provided. Pilots of the Ozbekiston Havo Yollari national airline learned to fly such aeroplanes as A-320, Boeing-757/767 and Il-114-100 and began to carry out air flights with new generation aeroplanes such as Dreamliner.
Large-scale work has been carried out to reconstruct airports and reform the system of air traffic control in conformity with modern requirements. Major repairs were made at all the 11 airports of the country. These were modernized and obtained the status of international airport. As a result, the flow of foreign tourists to the country increased, and the level of services provided for them rose. “Tashkent”. “Samarqand”, “Bukhara”, “Urgench” and other international airports won at a number of international contests.
The international logistical centre created at the “Navoi” airport is one of the region’s largest high technology air transportation hubs. Today this centre links our country with such big logistical centres of the world as Frankfurt, Milan, Brussels, Vienna, Dubai, Delhi, Tehran and Shanhgai.
Together with South Korean partners, a big project is being implemented to build a new passenger terminal called “Tashkent 4” to be the most modern in Central Asia. Its throughput capacity will be 1500 passengers an hour. This facility is to be commissioned in 2019.
The conscientious work of the staff of the air fleet of Uzbekistan is properly rewarded by the state. Dozens of specialists of this sphere were awarded titles of honour and medals. Zarkhoja Saidazimov, a pilot-instructor of the national airline, was awarded the high title of hero of Uzbekistan.
The director general of the Ozbekiston Havo Yollari national airline, V.Tyan; a pilot instructor, D.Muhammedjanov, the commander of air crew No 2, D.Marufov; and others expressed profound gratitude to the country’s President for the constant support and great attention to the work of the national airline and the high evaluation of the labour of its staff.

It gives me great pleasure to congratulate you and the entire people of South Korea cordially on behalf of the Uzbek people on a significant date in the history of our cooperation – the 25th anniversary of the establishment of diplomatic relations between the Republic of Uzbekistan and the Republic of Korea.
We highly appreciate that our countries’ mutual relations, which have reached the level of genuine strategic partnership at the modern stage, have a thousand years of history, when through caravan paths of the Great Silk Road our peoples had intensive trade, diplomatic and cultural exchanges.
Today the Uzbek-Korean relations, founded on firm traditions of friendship, mutual understanding and respect thanks primarily to both sides’ political will, are of a mature and mutually advantageous nature.
The Republic of Korea, which has great economic, intellectual and industrial-technical potential and which plays an increasingly prestigious role in world economics and politics, has become one of the most reliable and long-term partners for our country since Uzbekistan obtained state independence.
I would like to note with satisfaction that in recent years our countries were able to achieve significant progress in strengthening the foundations of their cooperation, maintaining a high level of an open and trust-based dialogue, broad interaction and support within international organizations.
Uzbekistan consistently supports the peace-loving and considered foreign policy of the Republic of Korea and its efforts to ensure peace and security on the Korean peninsula and to turn it into a nuclear-free zone.
I remember with great warmth your official visit to Uzbekistan in May 2016 and the joint participation in the launch ceremony of the Ustyurt gas chemical complex at the Surgil field, which we view as a bright symbol of our fruitful cooperation and an example to further equally big and significant projects.
During our recent telephone conversation, I was very glad about the reaffirmation of the readiness of the government and business circles of the Republic of Korea to increase Uzbek-Korean cooperation in a very wide range of areas and to search for new ways and possibilities for strengthening the strategic partnership comprehensively.
For my part, I would like to assure you again that the Republic of Uzbekistan and I personally are determined to further step up the trade-economic, financial-investment and technological cooperation with the Republic of Korea. In precisely these areas our countries’ relations had unprecedented development over the past 25 years. This is evident in large-scale joint high-tech investment projects in the energy, chemical, textile and car manufacturing spheres, infrastructure, transport, electronic government and telecommunications.
A session of the intergovernmental commission for trade-economic cooperation that took place in Seoul in 2016 and a meeting of the finance ministers of the two countries made it possible to agree new areas of cooperation in a number of promising sectors.
The dynamically developing cultural-humanitarian ties deserve to be evaluated highly as these help to extend the two peoples’ mutual understanding. In maintaining our countries’ friendly and close relations the large ethnic Korean diaspora, which this year will be celebrating 80 years of living in the generous Uzbek land, play a special role.
I am sure that we will continue our trust-based constructive dialogue and cooperation for the purpose of strengthening the existing firm foundation for our countries’ relations and identifying new promising areas for effective partnership as part of bilateral and multilateral cooperation between Uzbekistan and the Republic of Korea.
Making use of this pleasant opportunity, I wish you, esteemed Hwang Kyo-ahn, robust health, wellbeing and success, and wish the friendly South Korean people happiness and further prosperity.

I attach important significance to the fact that during the 5 January 2017 telephone conversation, You and I mutually confirmed adherence to principles of trust and the development of cooperation between the Republic of Korea and the Republic of Uzbekistan, and also our personal friendly relations.
The 25th anniversary of the establishment of diplomatic relations between our countries is in this year. In 2006 the Republic of Korea and the Republic of Uzbekistan signed a joint declaration on strategic partnership. And since then the two countries’ mutually advantageous and forward-looking cooperation has been developing consistently in the political, economic, cultural-humanitarian and many other spheres.
Last year, the project of construction of the Ustyurt gas chemical complex at the Surgil field was successfully completed. That is a bright example of our countries’ fruitful cooperation. I hope that other projects being implemented jointly in the petro-chemical sphere and also new future projects will be further examples of effective cooperation between the two countries.
The 25th anniversary of the establishment of the diplomatic relations and the 80th anniversary of Koreans living in Central Asia are important factors in the further strengthening of the relations of friendship and mutual understanding between the Republic of Korea and Uzbekistan. I am sure that the Korean Culture an Art House, the construction of which is being carried out as part of the bilateral cooperation, will bring the peoples of our countries even closer together.

Congratulations to Foreign Minister of Germany
The Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov congratulated Sigmar Gabriel on his appointment to the position of the Federal Minister for Foreign Affairs of the Federal Republic of Germany.
In the letter of congratulations he expressed confidence in further strengthening and developing of the traditionally friendly, multifaceted and mutually beneficial Uzbek-German relations.
“Given your extensive experience as Federal Minister of Economic Affairs and Energy, we look forward to qualitative expansion and increasing of the trade-economic, investment and technological, financial and technical cooperation between our countries”, - stated in the message.

Legislative chamber sums up 2016 results
The Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan held its regular meeting, as deputies reviewed the chamber’s year-end results. They also discussed a series of bills aimed at deepening the reforms in various spheres of public life.
The issues included in the agenda of the meeting of the lower house of Parliament were previously discussed at the meetings of factions of political parties and Deputy group from Ecological movement of Uzbekistan.
Members of the lower house of Parliament critically evaluated the activities of the chamber during the reporting period, announced measures for further improvement of the activities of MPs in important areas such as lawmaking and parliamentary control.
A number of laws adopted last year were aimed at legal ensuring the socio-political and socio-economic life of the country. Laws "On parliamentary control", "On accounting", "On state youth policy", "On internal affairs bodies", "On protection and use of fauna", "On protection and use of flora", "On labour protection", "On social services for the elderly, disabled and other socially vulnerable categories of the population", "On combating corruption" and others were among those.
Work has been done on the implementation of the control authorities. Representatives of the executive branch, including heads of ministries, state committees, departments and public authorities reported on the work done and plans for the future.
According to MPs, the implementation of the tasks set by President Shavkat Mirziyoev shall remain as a priority in the current and further activities of the Legislative chamber. Critical analysis, strict discipline and personal responsibility shall be the basic principles for deputy corps.
Another discussed issue was the draft law "On amendments and additions to the Code of Uzbekistan on administrative responsibility".
The deputies said that the draft law was developed pursuant to the Programme of comprehensive measures for accelerated development of entrepreneurship, the full protection of private ownership and qualitative improvement of the business climate in the Republic of Uzbekistan.
This draft introduces amendments and additions to the Code of Uzbekistan on administrative responsibility. Cases on administrative offences, which are run by public authorities, according to amendments shall be considered by courts. The bill will enhance the role of the judiciary in protecting the interests and rights of business entities to ensure impartiality and objectivity when considering these categories of administrative cases.

All of them work in the name of country’s prosperity and people’s welfare.
After gaining independence, Uzbekistan established the Central Asia’s first Republican International Cultural Center on January 13, 1992. Adopted in the same year, the Basic Law stipulates that people of Uzbekistan comprise all its citizens regardless of their nationality, with equal rights and freedoms, who are equal before the law regardless of sex, race, nationality, language, religion, social origin, beliefs, personal and social status. The Constitution ensures respect for the language, customs and traditions of all nations and nationalities living in the country, creates all conditions for their development.
This was mentioned at a solemn meeting on the occasion of the 25th anniversary of the Republican International Cultural Center on January 24 at the Palace of International Forums ‘O’zbekiston’.
Chairpersons and enthusiasts of national cultural centers, members of parliament and government, representatives of governmental and nongovernmental organizations, diplomatic corps, were invited for the event.
First, the participants visited the Independence Square and laid flowers to the Monument of Independence and Humanism, a symbol of freedom, bright future and noble aspirations.
The big festive concert program, dedicated to the 25th anniversary of the Republican Interethnic Cultural Center, presented the performances of masters of arts and art crews of national cultural centers, songs about homeland, independence, peace and friendship.
Festive events on this occasion were also held in all regions of the country.
On the same day, the President Shavkat Mirziyoyev met with the activists of national cultural centers. The recording of the meeting was screened at the grand ceremony in the Palace of International Forums.
The head of state sincerely congratulated the participants and all the multinational people of Uzbekistan with the 25th anniversary of the Republican Interethnic Cultural Center.
As noted by the President, representatives of different ethnic groups, cultures and religions lived on our ancient and fertile land in peace and harmony for many centuries. Hospitality, kindness, generosity and genuine tolerance have always been inherent in our people, turning into a pillar of mentality.
The years of independence have opened a new stage in the inter-ethnic relations in the country. Development of a culture of tolerance and humanism, strengthening of interethnic and civil consent and mutual understanding, upbringing of the younger generation in the spirit of love and devotion to the Motherland, ranked among the top priorities of the state policy in Uzbekistan. The priorities were fully embodied in everyday life. The air of friendship and solidarity in our country is an essential factor of peace and stability, a guarantor of effective reforms and growing authority of Uzbekistan in the international arena.
137 ethnic cultural centers have been playing the central role in the development of ethnic identity and the further harmonization of interethnic relations in the country, the President said. By developing their own culture, language, arts and crafts, they contribute to the mutual enrichment of cultures, strengthening of a sense of a common multi-ethnic family in each of us. The Republican Interethnic Cultural Center coordinates their work, providing practical and methodological assistance.
Through colorful events in all regions of the country, it fills the cultural and social life of the republic with even more profound content, strengthens tolerance and good-neighborliness between representatives of various ethnic groups living in Uzbekistan. The President pointed out that such an institution exists only in Uzbekistan on the CIS space.
All this suggests that Uzbekistan has built a unique system of nongovernmental organizations dealing with interethnic relations. Their multifaceted activity helps to ensure a tranquil and happy life in the country, address important cultural and educational issues, as well as develop cooperation with foreign countries.
The sacred duty of everyone who considers Uzbekistan his or her homeland, comes to being more vigilant, and attentive to preservation and multiplication of our most important asset - a unique unity and solidarity of our multiethnic people, which we are justly proud of. This is the only way to effectively withstand all challenges and threats of our time, create a strong resistance in our society against various destructive ideas, and achieve even better results along the path of democracy and progress we have chosen.
The state’s leader proposed to hand over the decoration of our capital - a unique former building of O’zbekyengilsanoat joint stock company on the Babur Street - to the Republican Interethnic Cultural Center, and name it the Palace of Friendship. He also proposed to rename the neighbored park into the ‘Friendship Garden’, as the Republican Interethnic Cultural Center has been traditionally holding numerous festivities there in the years of independence.
According to the President, the organization of scientific research on the further development and harmonization of interethnic relations in our country in cooperation with the institutes of the Academy of Sciences is a relevant objective of the Republican Interethnic Cultural Center. It is also desirable that each of the activists of national cultural centers in Uzbekistan would intensify the development of cultural relations with their historical homeland. The Republican Interethnic Cultural Center is called to play a major role in this very important issue for us.
The Republican Interethnic Cultural Center, in cooperation with the Ministry of Culture and Sports and creative organizations of the country, should develop and implement annual programs on system-based and regular introduction of the general public to the unique culture, arts and crafts, traditions and customs of representatives of different nations and nationalities that live in Uzbekistan, the President stressed. For this purpose, they should be provided with the best concert halls, theater stages and exhibition halls of the country, thereby contributing to a mutual enrichment of cultures of different nations, and brightening the palette of spiritual and cultural life of our multinational Uzbekistan.
At the meeting, Shavkat Mirziyoyev presented high awards of the Motherland to more than 20 initiative, self-sacrificing and exemplary workers, who make a worthy contribution to strengthening the unity and cohesion of our people. An activist of the Karakalpak national cultural center of Kanimekh district of Navoi region Nurkul Bazarbaeva, Chair of National Tatar Center of Yangiyul district of Tashkent region Anisya Gataullina, National Russian Center of Syrdarya region Faina Golubtsova, National Kazakh Center of Khorezm region Pulatbek Izyumov, National Korean Center of Jizzakh region Oleg Kim, National Jewish Center of Ferghana region Semyon Abdurakhmanov, and others ranked among the awardees.
The Academy of Sciences held a scientific and practical conference ‘Independence of Uzbekistan as a New Period in the Development of Interethnic Relations’. As noted at its opening, the traditions of generosity and tolerance of our people have been enriched with new content and are consistently developing in the years of independence. Ethnic cultural centers function in all regions of the country. Over the past twenty-five years, their activity on preservation of national culture, language, traditions and customs has been constantly streamlined, thereby increasing their contribution to strengthening the unity, peace and stability in Uzbekistan.
The speakers dedicated their reports to the huge value of interethnic consent, friendship and unity in ensuring peace and stability in the country, a high effectiveness of the policy on interethnic harmony.
The guests were demonstrated a documentary on ‘Culture of Tolerance in Uzbekistan’, and presented a book-album ‘Uzbekistan Is Our Common Home’ on the present day life of representatives of different nationalities in our country.
The atmosphere of friendship and harmony in our country was created by a humanism policy that has been pursued since the early days of independence. It is also important that since ancient times, our country has been located at the intersection of Eastern and Western cultures, in the heart of the Great Silk Road, owing to which our nation has absorbed the best achievements of culture and spirituality of various nations and nationalities, remaining committed to the ideas of generosity, hospitality and humanity.
President Shavkat Mirziyoyev has initiated a new phase of reforms to set up a dialogue with our multinational people, and address their problems. In his speech at the joint session of the Oliy Majlis in late 2016, the President said that he considers it a priority to treasure and strengthen the atmosphere of interethnic and civil consent, mutual understanding and friendship, which prevails in our society.
Inter-ethnic accord and friendship is seen as the greatest wealth of our nation, the foundation of stability. Representatives of various nations and nationalities are good neighbors and close friends in our country. All we respectfully treat the traditions and customs of each other and share the joys and sorrows. The fact that representatives of all nationalities celebrate Navruz, Independence Day and other holidays together is a prime example of that.
It is important that study in educational institutions of Uzbekistan is provided in seven languages. Newspapers and magazines are published in dozens of languages, as well as television and radio broadcasting.
The Public Council under the Republican Interethnic Cultural Center, the coordination councils that are headed by deputy regional governors, carry out an important mission on the development of national cultural centers, and ensuring the atmosphere of friendship and concord in the society.
The German Cultural Center Wiedergeburt ranks among them. Founded in 1990, it plays an important role in the preservation and development of language, traditions and customs of the Germans who live in Uzbekistan. The Center successfully runs German language courses, arranges events and festivals, various cultural and educational programs. Every year, the Center organizes the Days of German Culture in Uzbekistan. Other national cultural centers of the republic undertake similar activities.
“The local Koreans treat Uzbekistan as their homeland. Exhibitions of works of applied and fine arts, the photos depicting the traditions of different nations, the expertise in maintaining inter-ethnic harmony, friendship and unity of the people are held these days as part of anniversary events.
For example, an exhibition of works of fine arts, photography and folk-applied art ‘Uzbekistan Is Our Common Home’ has opened in the Central Exhibition Hall of the Academy of Arts of Uzbekistan on the occasion of the 25th anniversary of the Republican International Cultural Center.
Along with fine art and photography works on the life and work of national cultural centers in Uzbekistan, the exhibition presented articles of folk applied art and national dress.
“The role of culture and arts in strengthening international friendship and harmony is just invaluable,” said the Chair of the Kyrgyz National Cultural Center of Syrdarya region Nodira Zhonibekova. “The current event is another prime example of that. At the exhibition, we present the photographs that show the activities of our center, we talk with representatives of other centers, get acquainted with their work.”
The air of consent, friendship and tolerance in Uzbekistan proves the priority of humanism, human rights and interests in the state policy.
