On February 10-11, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Surkhandarya region in order to get acquainted with the socio-economic reforms and improvement work, implemented large-scale projects in the field of dialogue with the people.
Today President of the Republic of Uzbekistan Shavkat Mirziyoyev has arrived in Surkhandarya region to review the progress of social-economic reforms in the region and creative and improvements works as well as to uphold a dialogue with people.
Surkhandarya region with its economic prospects, natural resources and potential has a particular significance in our country’s development. During the years of independence, colossal works on harnessing this potential and opportunities in the interests of the inhabitants of the oasis and all our people have been carried out. The region’s economy is dynamically developing. The growth of the gross regional product by 8 percent in 2016 may validate this statement.
Large companies such as Tupalang hydropower station, Jarkurgan refinery, "Shargun kumir", "Hujaikon tuz" JSCs, "Honjiza" mining complex play a leading role in the region’s industry.
The sphere of small business and private entrepreneurship is also improving with dynamism. The share of this sector in the gross regional product is 75.3 percent. Over 80 percent of the employed population work in this sphere.
During the visit to Surkhandarya region, President Shavkat Mirziyoev in expected to assess execution of tasks, announced in the pre-election program of the Head of state on social-economic development of the region, as well as the creative works, being carried out in towns and districts.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has familiarized himself with the work of the Gold Agro Fresh agricultural firm in Termiz District.
Farmers and agricultural workers of Surkhondaryo Region make a worthy contribution to the people’s prosperity and plenty of agricultural produce being on the country’s markets all year round. This region accounts for 7 per cent of the country’s agricultural fields. The region’s agricultural producers supply 8-9 per cent of cotton and grain and more than 11 per cent of fruits and vegetables produced in this country.
In recent years, areas under cotton were reduced somewhat, and the freed up fields are being used for the cultivation of fruits and vegetables. The processing industry is also developing.
The Gold Agro Fresh agricultural firm is a promising project on the production and export of vegetables. This 35-million dollar enterprise has modern greenhouses, and it is to export 30 million dollars worth of products a year and to create 1000 jobs. Today tomatoes, cauliflower, broccoli, arugula and mint grow in 15 blocks of 20 hectares there. Once all its 70 blocks come into operation, its greenhouse area will exceed 100 hectares. Apart from that, seasonal crops grow in 434 hectares of land, and 23 million dollars worth of products are to be exported, providing jobs for 2 thousand 100 people.
The President said that it was necessary to increase the types of products there, to start growing pomegranates in 5 thousand hectares and lemons in 5 thousand hectares and to increase people’s income.
Right there, the Head of State inspected promising projects in such areas as fruit and vegetable production, poultry and stock raising.
The Angor Gold Fruits LLC project on fruit and vegetable production, storage and processing in Angor District envisages the creation of intensive gardens in 530 hectares and the construction of a cold storage facility for three thousand tonnes of fruits and vegetables.
The Fabullo Stroy Service LLC being built in Jarqorqhon District is also to specialize in the production, storage and processing of fruits and vegetables.
As a result of the implementation of this project, 150 new jobs will be created. In its modern greenhouse, 600 tonnes of fruits, vegetables and melons will be produced and exported. Its modern 2 thousand-tonne freezer will be used for 6 thousand tonnes of produce a year.
The President gave instructions to raise the efficiency of work in this area, to grow and process more non-traditional fruits and vegetables and to increase their export.
In Qiziriq District, a modern stock raising complex for 2000 cattle is being built by Khalq Banki. This 11.5 billion som complex in 762 hectares of land is to produce four thousand tonnes of milk, two hundred tonnes of meat, it will be provided with modern equipment, and more than 100 people will be working there.
The President said that it was necessary to establish agricultural firms near stock raising complexes to process milk and meat, to produce and export competitive products.
A poultry complex is being built in Muzrobot District. This 5.5 million dollar project envisages the production of 59.1 million eggs, 1.4 million chickens and 198 tonnes of hens’ meat a year, and 100 jobs are to be created. This poultry complex is to come into operation in September this year. Its entire area is 15 hectares, with production facilities located in 2.5 hectares of the area.
President Shavkat Mirziyoyev visited the Sherobod Pakhta Tozalash joint-stock company to look at its fine-stapled raw cotton processing project.
The Head of State also visited the Hakim at – Termiziy shrine to inspect reconstruction and improvement work being carried out there.

During his trip to Surkhandarya region, President of our country Shavkat Mirziyoyev reviewed the construction and embossing works, being carried out at the Abu Iso Mukhammad at-Termiziy (Tirmidhi) worship place in Sherobod district.
Our great compatriot wrote numerous masterpieces in the field of law, natural sciences, medicine, astrology, linguistics, ethics and others. A priceless heritage of our great ancestor, known in the Muslim world as a prominent Hadith scholar, is widely studied up to now.
In October 2016 Shavkat Mirziyoyev, having been in this holy place, got acquainted with the ongoing construction and improvement works, gave corresponding instructions to builders.
At present large-scale construction works are underway. A cemetery next to the complex has been landscaped, new asphalt has been laid down on the road with a length of 4.5 kilometers, the complex has been connected to water, electricity and gas networks.
The Head of state, getting acquainted with the creative works, made recommendations to turn the complex into a landscaped scenic area, creating favourable conditions for visitors.

President of our country Shavkat Mirziyoyev familiarized with a project of a fishing industry complex in Termiz district.
A great attention is paid to developing animal husbandry, fish and poultry farming and other agricultural industries in our country in order to further improve the welfare of the population, providing quality food. New enterprises in this sphere are established in all regions.
Currently, there are 186 fish complexes in Surkhandarya region. Their rank will be joined by "Termiz agro export fish "agricultural company soon.
Along with the fish farming, production of fish feed will also be launched here. Fishery products will be shipped abroad as well.
The company plans to raise African catfish, carp, and other species of fish on the Vietnamese technology. This technology allows to grow five times more fish than other technologies. The complex is expected to process 500 tons of fish annually and will employ 105 workers.
Surkhandarya region has favourable climatic conditions and sufficient water resources to engage in fish farming, Shavkat Mirziyoyev remarked. It is necessary to effectively use this opportunity, to develop a special program for the development of the industry. It is advisable to train specialists, knowledgeable in matters of the fishing industry.
The Head of state inspected an efficient water resources management project in Surkhandarya region.
The project worth 122.7 million US dollars envisages implementation of measures, aimed at reconstruction of existing and construction of new waterworks, canals and other water systems. The Islamic Development Bank will provide 89.5 million US dollars as a loan. As a result, water supply to 103.5 thousand hectares of land in Sherobod, Sariosiyo, Denov, Oltinsoy, Shurchi, Boysun and Kumkurgan districts will be improved.
President Mirziyoyev also reviewed the progress in reconstruction of the "Termiz Marvaridi" sanatorium of the Federation of Trade Unions of Uzbekistan.
The resort, located by the Uchqizil reservoir, may accommodate 140 people and carries out treatment of patients with physiotherapy, mineral waters, sand and sunbathing.
To this day, reconstruction of the building for 80 people is accomplished. In the next phase a new building for 60 patients will be constructed and provided with modern medical equipment, boilers will be upgraded, a children’s playground, football stadium, playgrounds for volleyball, basketball, handball and other sports will be built in the territory of the resort.

The President acquainted himself with the Huashen Silkworm Pro LLC joint venture project to be implemented in Angor District in cooperation with China.
This new enterprise is to be put into operation this year, specializing in silkworm growing. More than 3 thousand 700 jobs will be created there.
Surkhondaryo Region has extensive experience in the country’s silk production sector. In the year 2016, 3 thousand 394 farms there produced 1 thousand 553 tonnes of cocoons.
The Head of State looked at this project and said that the Surkhon valley’s natural climate and convenient conditions are good enough for productive silkworms to grow.
The new enterprise is of important significance to the provision of quality raw material for the country’s silk industry and to the creation of new jobs for the region’s people.

In a tour of Surkhondaryo Region, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Shodi bobo Hushboqov’s home in the village of Zang Gilambob of Angor District.
President Shavkat Mirziyoyev held a conversation with Shodi bobo and his wife Salomat momo about their family’s everyday life and about the upbringing of their children and grandchildren.
The President said: Dignified and experienced elders and mothers like you represent our society’s firm foundation and our country’s blessings.
It was said that if land was used efficiently, it would be possible to obtain three harvests a year in Surkhondaryo Region’s conditions and that enterprising and hardworking people could get rich and enrich the nation. There was discussion about changes taking place in the country and about promising projects and noble aspirations.
Shodi bobo and Salomat momo said that the country’s people were very glad that the Head of State visited common people and learned about their views. They expressed gratitude to the President for the great deal of work on alleviating people’s difficulties and further raising their living standards.

President of our country Shavkat Mirziyoyev visited modern houses, built on renewed designs in Gurjak-1 housing estate in Sherobod district and assessed the conditions, created for its residents.
Wide-scale creative works, carried out in our country, are targeted towards creating conditions for our people, primarily to all of our growing generation. The resolution of the Head of state “On the program of construction of affordable houses on renewed standard designs in rural areas in 2017-2021” dated 21 October 2016 serves as an important guide to action in elevating the works in this sphere to a new level.
In accordance with the resolution, 1009 affordable and modern houses will be built in Surkhandarya region in the Year of dialogue with people and human interests. 2 two-storey houses for 32 apartments, 10 single-storey houses with outbuildings and private courtyard have been constructed and commissioned in a short period in Gurjak-1 housing estate in Sherobod district.
The new housing estate, uniting contemporary architectural solutions and national traditions, boasts social infrastructure facilities and service points as well. The estate is connected to gas and water pipes as well as power.
Shavkat Mirziyoyev visited the house of a young family of Uktam Abdullaev and Malohat Jumaeva, congratulated them with a new home. The three-room house also has an adjoining small lot for growing plants and trees.
The President of our country took an interest in the conditions and conveniences for a happy and comfortable life of a young family in a new house. A grandmother of the house-owner Karomot-momo Abdullaeva, talking about the wide opportunities for acquiring modern, comfortable houses, underlined that this is aimed at ensuring the interests of young families and sincerely thanked the Head of state.
Shavkat Mirziyoyev also talked to new owners of the two-storey house for 16 apartments. He particularly highlighted that meeting the growing demands of the population, creating for them deserving conditions is one of the main tasks now. The Head of our state gave relevant recommendations to the officials on creating conditions for rural people, in no way inferior to urban conditions, further widening the scale of individual housing in rural areas.

President of the Republic of Uzbekistan Shavkat Mirziyoyev was presented a project of a cement plant, being constructed in Sherobod district by “Almalik mining-metallurgical complex” JSC.
Numerous prospective projects are underway in Surkhandarya region on modernization and diversification of leading spheres of the region’s economy, technical and technological renovation of industrial enterprises, construction of new industrial capacities. Enhancement of scales of construction in the region, further demand increase in this sphere of the economy requires launch of new enterprises, manufacturing construction materials.
The cement plant, which will be built at the territory of “Vandob” village of this district, will have an important significance in the development of the construction sphere in the oasis on the level of contemporary standards.
This industrial enterprise with a project cost of 212,8 million US dollars is expected to produce 1,5 million tons of Portland cement annually. With commissioning of the enterprise, over a thousand new jobs will be created. The main portion of the production will be directed towards meeting the domestic demand.
The Head of State underlined that the new plant will have an important place in the economy of not only Surkhandarya region, but also the whole country. During the conversation with project designers and builders, the need to accelerate construction pace, while attaching a particular attention to the quality of works and timely commissioning of the plant, was accentuated.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has visited the construction sites of the Adib Sobir Termiziy regional information-library centre and a grand art palace complex.
The raising of people’s culture, especially the younger generation’s culture, and the enriching of their morality are priority areas of large-scale reforms being implemented in the country.
The President’s decree dated 12 January 2017 “On establishing a commission for the popularization of reading and the raising of book-reading culture and for the development of the system of the publication and distribution of books” is a programme document for stepping up work in this sphere.
This modern information-library centre being built under a 7 billion 600 million-som project will have more than 223 thousand books. Special rooms and reading halls are being built there. Its commissioning will serve to raise regional young people’s intellectual potential and their book-reading culture and also satisfy the requirements of students there for scientific, popular, historical and educational literature.
The art palace is being constructed in accordance with the 22 May 2015 resolution of the country’s First President Islam Karimov.
This palace will incorporate Uzbek national and modern styles of architecture. It will have a seating capacity of 700. An amphitheatre also under construction there will have a seating capacity of 1,500. Now decoration work is in progress there. This complex is to be commissioned by the Nowruz holiday.
The Head of State inspected the construction site of this complex and gave instructions to create conveniences for people’s cultural recreation and to install modern equipment in the building.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has inspected projects for the construction of affordable modern apartment houses, a marketplace, a trade complex and a modern park in Termiz.
Under the leadership of the country’s First President, a great deal of work was carried out in Termiz on the construction of many modern buildings and apartment houses.
In accordance with President Shavkat Mirziyoyev’s resolution dated 22 November 2016, 34 seven-storey affordable apartment houses are to be built in Termiz. This will make it possible to improve housing provision for the town’s population, especially its socially-vulnerable section.
Five apartment houses consisting of 210 two-, three- and four-room apartments are being built on Sulton Saodat Street. These apartments will be provided on the basis of privileged mortgage loans. 10 hectares of land was allocated for the residential area. Under this project, two pre-school day care establishments, trade and services facilities and a neighbourhood centre will also be built there.
The President gave instructions to complete the construction of the new apartment houses by the greatest and dearest holiday – the 26th anniversary of the independence of the Motherland and to create decent living conditions in them.
The construction of a marketplace and a trade complex on Alisher Navoiy Street in Termiz is a 40 billion som project. This complex will consist of a marketplace, two modern multi-storey supermarkets and a car park. These facilities are to be commissioned by the end of this year.
The purpose of construction of such big facilities is to raise the prosperity of our people and to further develop the trade and services culture, the President said. Modern standards of architecture and Uzbek national building art traditions need to be used in the construction work, and conveniences should be created for people.
In Termiz, a youth park will also be constructed.
The country’s President inspected the new park project and said that it should be a place for complete recreational use by town dwellers, and so the project should be scrutinized once more.
The Head of State also visited the construction site of the “Amudaryo” children’s health improvement centre and inspected a project of construction of infrastructure facilities there.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has inspected a project for the production of particleboards from cotton plant stems and cane at Termiz.
Creation and improvement are signs of development and prosperity in our country, President Shavkat Mirziyoyev said. Therefore, it is necessary to pay special attention to the production of affordable and quality building materials and to the provision of comprehensive support for relevant entrepreneurial entities.
At the enterprise being formed from the Termiz Taminot LLC, 30 thousand cubic metres particleboards a year will be produced. At this new complex in an area of 4.2 hectares, into the construction of which 2.9 million dollars has been channelled, 160 new jobs will be created.
Right there, the Head of State inspected a joint project of the Uzkurilishmateriallari joint-stock company and the Komfort servis LLC for the production of facing slabs from granite and gabbro, and also a project of expansion of the Termiz mechanical plant.
At the new enterprise for the production of facing slabs, 80 thousand square metres of granite products will be produced annually, and 205 new jobs will be created.
The expansion of the Termiz mechanical plant will make it possible to produce quality equipment for enterprises that process agricultural produce and spare parts for it. 80 new jobs will be created at the enterprise.
The President said that it was necessary to equip the new enterprises with technologies conforming to modern requirements and to supply products not only to the domestic market but also for export.

Protection of human rights and freedoms, peaceful and prosperous life is necessary ensure the human interests
On 9 February a meeting through videoconferencing was held under the chairmanship of President of the Republic of Uzbekistan Shavkat Mirziyoyev, devoted to the activity of the internal affairs bodies, existing problems and shortcomings as well as tasks for the future.
It was attended by the leadership of the Ministry of internal affairs of the Republic of Uzbekistan, corresponding ministries and agencies, chairman of the Jokargy Kenes of the Republic of Karakalpakstan, khokims of regions, Tashkent city, towns and districts.
The President of our country particularly highlighted that from the first days of independence a priority significance has been attached to ensuring security and stability in the country, protection of public order. The is demonstrated by adopted measures on reorganization of preventive, operational search, investigative, road and fire safety, security, patrol, mobile special services, as well as gradual strengthening of material-technical base of internal affairs bodies.
In order to reinforce mutual trust and ensure transparency in the relations of internal affairs staff with the public, new institutions such as prevention inspectors, local police stations, community (mahalla) guards have been established, which serves to maintain the atmosphere of peace and tranquility in our country.
The Head of state underlined that in recent times the works on prevention and fight against crime, protection of public order and the rights and interests of people, further strengthening relations with the public have been elevated to a new level.
The legislation on the activity of internal affairs bodies has been improved. In the last five years the Laws “On operational-search activity”, “On crime prevention” have been adopted, amendments to the Law “On citizenship of the Republic of Uzbekistan” have been made.
The adoption of the Law “On internal affairs bodies” in 2016 especially reinforced the legislative base of this sphere.
Increasing the effectiveness of the bodies of internal affairs, further improving their interaction with local khokimiyats, citizens’ self-governing bodies remains a crucial task.
The President of our country drew attention to what degree the internal affairs bodies are meeting the contemporary requirements. At present, when the issues of protecting human interests require urgent solutions, there are still cases of old-fashioned thinking, organizing work on outmoded methods or based on the principles of personal interest, not on principles of serving the public.
The internal affairs bodies should organize their work in a manner so that the people are content with the state. However, in some places their work causes dissatisfaction of people. Particularly, such negative phenomena as criminal encroachment to property are not fully eliminated. The instances of intentional bodily harm, fraud, traffic accidents have not reduced.
Shavkat Mirziyoyev also paid attention to existing shortcomings in crime detection. In particular, every fifth crime, related to theft and fraud, has not been disclosed.
Serious weaknesses are observed in the criminal investigation activity, in some places, law enforcement cooperation does not meet the standard requirements. The fact that majority of criminals under the “wanted” list is undetained, allows them to continue their criminal acts, and this is a very worrying fact.
As the President of our country underlined, a fair and qualitative investigation of criminal cases, impartial legal assessment of criminal acts has an essential significance in the activity of internal affairs bodies. However, despite the fact that the investigating authorities have the capacity to adopt operational legal decisions in a short period, there is still a negative practice of unjustified extension, delaying the timing for materials that do not require further investigation, as well as red tape in relation to citizens.
Shavkat Mirziyoyev stressed the need to comprehensively study the causes of crime, underlying factors and conditions, not limiting with the investigation and prosecution measures, with the participation of heads of law-enforcement bodies, prevention inspectors and mahalla representatives.
Another disturbing fact is that some of our citizens, who went abroad to work, fall under the influence of various extremist religious currents there. The works on identifying and returning citizens, who went abroad in search of work, interaction of heads of mahallas and spiritual-enlightenment centres, imam khatibs, consultants on religious enlightenment and spiritual and moral education to raise awareness among the negative effects of population religious extremism are not conducted on a sufficient level.
The President offered to announce every Thursday of the week a crime prevention day. On these days, prosecutors and heads of departments of internal affairs will be appear on local television stations and provide information about committed crimes for the week, their causes, ongoing activities on crime prevention.
Crime rates among youth and women also cause disturbance. Regrettably, in 2016 a sixth of all crimes were committed by women, and students of academic high schools and professional colleges committed over thousand crimes. One of the main reasons for this negative phenomenon is low attendance rates of college students, the lack of an effective system of monitoring and analysing attendance patterns.
The meeting addressed the issues of improving the infrastructure of local police stations, increasing living conditions of prevention inspectors, comprehensive reform of the system of internal affairs bodies, optimization of their structural units.
In our country, a special attention is paid to protection of the rights of entrepreneurs. Shavkat Mirziyoyev emphasized the need to totally eradicate unlawful interference or obstruction on entrepreneurial activity by employees of internal affairs bodies.
A fundamental change of the system of working with people’s applications and complaints is one of the most urgent tasks of the internal affairs bodies. Therefore, it is necessary to fundamentally review relations of police staff with citizens, to establish a permanent dialogue with the people, to live with concerns of the people and work in the interests of people, Shavkat Mirziyoyev said.
The reports of minister of internal affairs A.Azizov, khokims, heads of departments of internal affairs of Tashkent city and regions were heard during the meeting.
President Shavkat Mirziyoyev emphasized that a critical analysis, strict discipline and personal responsibility should become the norm in the daily activities of every manager, the problems should be resolved not in the office, and but among the people. The priorities of the internal affairs bodies should be to strengthen personal accountability of managers for the final result, rapid solution of citizens’ complaints and applications, ensuring strict discipline and order, professional personnel staffing, preventing negative manifestations.
The officials were given appropriate instructions to create a system in which none of the citizens’ complaints will be ignored, to radically change attitude to performance of duty, to develop a crime discussion mechanism, to strengthen public oversight over law-enforcement bodies activities by establishing their accountability to the public.
President Mirziyoyev gave recommendations on improving the effectiveness of grass-roots units of internal affairs bodies, local police stations and prevention inspectors, introducing a rating system for assessing performance of the internal affairs departments, the need for in-depth analysis of crime, committed by the youth, on identifying the causes, attaching prevention inspectors to educational institutions, adopting practices of daily morning inspection of educational institutions by prevention inspectors.
Shavkat Mirziyoyev accentuated the need to create a professional capacity development system for prevention inspectors. It was noted that to this end it is necessary to arrange special courses in cooperation with the Academy of the Ministry of Internal Affairs and institutions of higher education.
The Head of state gave concrete instructions to the officials on the fight against extremism, terrorism and organized crime.
The meeting noted that every employee of the internal affairs bodies has to draw conclusions from the expressed views, should exert all their strength and knowledge in the name of further strengthening of peace and tranquility, prevailing in our country, protection of public order, fulfillment of such complex and honorable tasks as ensuring security of every citizen, family, mahalla and the country as a whole in good faith.

In Uzbekistan, the estimated effect of import substitution reached $2.1 billion in 2016
"Last year, national enterprises mastered the manufacturing of more than 80 new types of industrial products. They produced localized goods to a total of 6.14 trillion soums (currency rates of CB RU from 13.02.2017, 1$= 3294.74 soums) in 2016, with 1.5 times increase YOY," the Ministry of Economy reported.
Industrial production across diverse sectors, with gradual enhancement of the level of processing of local raw materials and expanded range of finished consumer products showed the highest rates.
They are, primarily, textile, clothes and leather goods (11.7% growth rate), foods, beverages and tobacco products (10.8%), pharmaceutical goods (23.9%), chemical products, rubber and plastic products (29.7%), other non-metallic mineral products (13.8%).
The implementation of projects on modernization, technical and technological upgrade of industry, as well as ‘Program of measures on cutting energy intensity, introduction of energy saving technologies in economy and social sector for 2015-2019’ have had an effect on the decrease in energy intensity of the republic’s GDP by 7.4%, and reduction of the cost of products manufactured by large enterprises by an average of 10.6% YOY.

“The projects funded by foreign investments focus on the introduction of modern technologies, technical and technological modernization, and are an important factor for expanding the production of marketable products. There are plans afoot to considerably expand the production and enter new markets,” said the Executive Director Dilmurod Ahmedov.

In Tashkent construction of a multifunctional ice palace has started
The distinctive project was initiated by the head of our state and supported by the National Olympic Committee. The grand venue is to host official events, competitions, exhibitions and international concert shows.

Thanks to multimedia and theater equipment of worldwide standards, the complex can organize and provide for technical activities at any level and scale.
