The rule of law is an important factor of ensuring human interests
The rule of law is an important factor of ensuring human interests On the eve of the Day of workers of prosecution bodies of Uzbekistan, President of Uzbekistan Shavkat Mirziyoyev met with a group of employees of the sphere on 7 January.
The meeting was attended by the chairmen of the Chambers of the Oliy Majlis, members of the government, representatives of state and public organizations, employees and veterans of the prosecution bodies.
President of Uzbekistan Shavkat Mirziyoyev signed a law “On establishing Day of workers of prosecution bodies of Uzbekistan” on 19 December 2016. According to the law, day of workers of prosecution bodies will be observed in Uzbekistan on 8 January.
Uzbek head underlined that Uzbekistan observes the Day of workers of prosecutors’ bodies for the first time. He congratulated workers of the prosecutors’ bodies of Uzbekistan with their holiday and wished strong health, peace, success in their work.
Shavkat Mirziyoyev said that people can endure any hardship, but cannot tolerate injustice. Prosecution authorities should play an important role in further strengthening of justice in society, he added.
President underlined that workers of prosecution bodies have responsible task, which require dedication and objectivity.
He said that human fate is behind of each decision. Adoption of well-considered and balanced decisions should be the main criterion for the activities of prosecutors.
It was noted that prosecution bodies play an important role in strengthening legislation and their execution, improving legal awareness of population, forming democratic legal state, supporting development of private property and entrepreneurship, their interests.
During the meeting, it was underlined that presidential decree “On additional measures on ensuring rapid development of entrepreneurship activities, all-round protection of private property and the qualitative improvement of the business climate” was adopted on 5 October 2016. It increased responsibility of the officials for illegal intervention and obstruction to activities of the businesses, as well as unjustified suspension of their activities.
This puts additional responsibilities to the prosecutors over supervision of correct and full execution of the legislative acts and prevention of violations.
Mirziyoyev said that prosecution bodies should play an important role in further developing entrepreneurship activities.
It was underlined that if the entrepreneur is rich, the state will be rich as well. All conditions should be created for businesspeople. Prosecutors should help and support businesses.
2017 was announced as the Year of dialogue with population and human interests and prosecutors should solve important tasks. Mirziyoyev said that no appeals of the population and businesses should be ignored.

Sweet Prospects
Uzbekistan and Belarus have been negotiating to launch a new confectionery production facility in our country.
The Ministry of Foreign Economic Relations, Investments and Trade of Uzbekistan has held talks with the Director General of Belarusian confectionery factory Kommunarka, Ivan Danchenko. During the meeting, the sides discussed the opportunities of foundation of a joint venture on production of confectionery and chocolate products.
The Kommunarka factory ranks among the largest confectionery manufacturers in the Republic of Belarus, as part of the Belarusian State Concern of Food Industry, Belgospischeprom. Annually, the company produces up to 25,000 tons of confectionery products, more than 200 kinds of sweets, chocolate, candy and other confectionery items.

Karshi-Dekhkanabad 90 km railway section electrified
As technological development necessitated transportation development, Uzbekistan electrified 1700 kilometres of its railway network, putting into operation 500 kilometres in 2016 alone.
Following the 2010 Presidential Resolution “On Accelerating Infrastructure, Transport and Communication Construction Development in 2011-2015” Uzbekistan electrified and commissioned in summer 2015 the Marakand-Karshi railway section. This led to the launch of an Afrosyob high-speed train Tashkent-Samarkand-Karshi route.
Uzbekistan Railways continues step-by-step electrification of the 325 kilometre Karshi-Termez section. The works on the 90 kilometre Karshi-Dekhkanabad section began in September 2016 and were officially closed on New Year’s Eve, says Uzbekistan Railways press service.
The maintenance and electrification works are said to help both regional and socio-economic development. The Karshi-Termez section electrification will allow Uzbekistan Railways to replace diesel locomotives with modern electric trains, cutting transport costs by a third, increasing commuting time, and raising efficiency. The use of electric trains also helps battle climate change.
The electrification involved the use of local materials, which saved currency. For example, Uzbekistan Railways’ Energomontajniy Poezd no.1 laid down 224 kilometres of contract network and built 2000 reinforced-concrete bearings and 1800 brackets. The work involved the latest equipment.
Railway specialists said according to the project the electrification of the Karshi-Termez section will be completed in 2017.

Being Academician not Only Prestigious
From January 1, a number of new standards aimed at supporting academics have come into force. Innovations derive from the Decree of the President of Uzbekistan "On measures to further improve and promote the activities of the members of the Academy of Sciences of the Republic of Uzbekistan".
It is noteworthy that the day after the signing of the document the President of the Republic of Uzbekistan Shavkat Mirziyoyev met with leading scientists of the country where stressed that "time itself needs to raise a science to a new level as all aspects of society, because without science is difficult to solve urgent tasks facing society. Comprehensive support for science and scientists is one of the priorities of our state". The decree to encourage academics which became the first document aimed at the development of the science of the country shows the care provided for the science in Uzbekistan.
Thus, according to this document, from January 1, 2017, the approval of the full members of the Academy of Sciences of the Republic Uzbekistan will be carried out by the President on the recommendation of the presidium and acting full members of the Academy of Sciences on relevant specialties.
However, from the new year a monthly honorarium of the current full members of the Academy of Sciences will be raised. Previously, the amount of the honorarium was equal to only four times of the minimum wage, but now this amount is 10 times of the minimum wage.
The document also stipulates the order according to which members of the Academy of Sciences of Uzbekistan together with one accompanying person have a right to get free rehabilitation course once a year in acceptable time for them at sanatoria of Ministry of Health institutions, the Council of Federation of Trade Unions of the Republic, as well as sanatoria of the health resort join-stock company "Uzbekistan" in the cities of Yalta and Kislovodsk.
However that is not all. Within one month the ministries and departments will develop and submit the new projects to the Cabinet of Ministers on this issue. In particular, it is intended to introduce a new mechanism for active involvement of the full members of the Academy of Sciences of the Republic of Uzbekistan in research and education, and manufacturing processes, to strengthen their role in the deepening of the integration of science, education and industry, as well as training of qualified personnel. To this end, there will be created necessary conditions for them in the scientific-educational institutions and industrial enterprises of the republic.
Moreover, there is to develop and approve the statute of the Academy of Sciences in new edition which will be based on current innovations.

Composer Must Be Versatile
The composer Dilorom Omonullayeva always keeps verses on her piano so that any time she could find the right words to the newly composed music. She is known as the author of serious, academic works and popular pop songs. Although at the beginning of her professional career Dilorom could not imagine she would become a composer and songwriter.
Dilorom Omonullayeva, one of the foremost composers of Uzbekistan, and innovator in music, is the author of the hymns of the Sharq Taronalari Festival and Tashkent, over 200 pop songs, including more than 100 children’s, and among the major ones are two symphonies, a concert for piano with orchestra, two orchestra vocal-symphonic ode, and three sonatas for piano. Last year, she was awarded the title of professor of the State Conservatory of Uzbekistan. And that was not in the area she proved herself as a composer.
Dilorom Darvinovna, how did you come to the world of the composition, when did they realize that you want to write music?
I grew up in a family, whose members talked only about music. My mother’s father, Muhammadjon Holmuhammedov, was one of the first actors at the Muqimi Musical Theater. After his death, when he was only 41, my mom San’atkhon in her 12 began to sing in the same theater. However, she performed complex traditional songs and lost her voice, because she did not take care of it. She graduated from the department of folk instruments of the Conservatory and worked as a teacher for music. My father Darvin Omonullayev many years headed the department of methods of teaching music at the Pedagogical Institute. Of course, it is a great merit of my parents and of the environment of the great artists in which I grew up that I became a composer. Our house was always full of guests, including Botir Zokirov, Tamara Khonum, composers Mutal Burhonov, Doni Zokirov, Nabijon Khasanov, Mardon Nasimov and many others. I remember how Mutal Burkhanov writing a new work, came to my father to play his work. Mom was laying the table, and we all participated in the discussion.
In my five, I started to study at the Uspensky School, at the piano department. At the same age I began to write music. It was my short fantasies that I composed for my toys sitting on the instrument. I started composing music professionally at 12, when started getting classes at a wonderful teacher, Professor Boris Zeidman.
When did you write your first serious work?
I think that one who can put his/her composition in music notes can be considered the composer. Many can imagine, but the most difficult thing - all this put into music book. Therefore, the first serious work of mine was waltz for piano, which I wrote in 12. The first major opus can be considered a suite for piano, chamber orchestra and percussion - symphonic work of five parts. I was 16 at that time, and I played the piano party myself at the premiere. It was a traditional concert of the Union of Composers, during which new works by local authors performed. I was pleased that my work was played on a par with the works of other composers.
Up to my 30, I wrote mostly academic music. I never thought that I would become a pop composer. And it all started with the fact that my husband, who worked on the radio as a music editor, asked me to write a song for the contest about Navruz. When my music ‘Sumalak’ on the poem by Pulat Mumin was recorded with the Variety-Symphonic Orchestra, I started receiving lots of offers. I got attracted to this area so that still live and create in it. Actually, I loved to sing since my childhood. I was even invited to one of the most popular ensembles. But then my father said I should choose one direction. “There are lots of singers, but composers – not,” said my father, and I followed his advice. I fully devote myself to composing.
Last year you were awarded the title of Professor…
Yes, this is another creative period in my life – working in the Conservatory as head of the popular song department. I created a curriculum and literature on this new direction. I have written seven textbooks, including ‘Manual for masters and bachelors’, textbook on vocal singing for the first course of master’s. They are introduced in the educational process of musical colleges, lyceums and universities of the country. In 2015, I presented ‘Variety and Jazz vocalize’, the songs without words, a kind of sketches for a voice. It accumulates a variety of styles, and each vocalize I dedicate to one of my cult figures or teachers. In addition, I am proud of my students, including Sevara Nazarkhan, Sogdiana, Matin, Dilnoza Ismiyaminova and others.
You write music in rather diverse genres. Which one do you prefer most?
I believe that the composer should be able to write in any genre. I am in huge demand of pop singers, thus in recent years I have worked in pop music. However, I always find some time for the academic music. For example, the work ‘Ko’ngil Sohili’ on the poem by Sirojiddin Sayyid I wrote in a new genre - a symphony for chorus a cappella.
I am dreaming is to write a symphony, musical, opera, and ballet. The work in the Conservatory takes a lot of my time. I really want to write about the age of Amir Temur, Bibikhonim.
Dilorom Omonullayeva really has plenty of ideas. Some of them have even been born at the time of our conversation. You can only envy her activity and vitality, which, of course, lead her to even greater success. Who knows, probably very soon the audience will be presented with new works of the composer.
