On August 24, the Committee on information and communication technologies of the Legislative chamber of the Oliy Majlis jointly with the Ministry for development of information technologies and communications held a round table on the theme: "Improvement of normative legal basis of entrepreneurial activity in the information sphere".
The purpose of the event was to discuss the state and prospects of development of legal base for information sphere regulation, the creation of necessary conditions and opportunities for the accelerated development of private property and private entrepreneurship in the sphere of information technologies and communications, improvement of the innovative business environment in the country.
The "round table", held with the participation of representatives of business and expert community discussed issues of effective law enforcement practice and current proposals for further improvement of the legislation regulating business activity in the information sphere, in particular:
— the laws of the Republic of Uzbekistan "On electronic government", "On electronic commerce", etc.;
— execution of decrees of the President of the Republic of Uzbekistan "On measures for further strengthening of stimulation of domestic software developers", "On measures on further introduction of information and communication technologies in real sector of economy", etc.;
— draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of classification of enterprises and organizations, which are considered as small business entities”.
The participants during their speeches noted that the ongoing development of the information technology sector in our country is a result of the implementation of systematic and consistent state policy under the direct supervision of the President of the Republic of Uzbekistan I. A. Karimov.
The head of state, in his report at the enlarged session of the Cabinet of Ministers, dedicated to the results of socio-economic development of the country in 2015 and major priority directions of economic program for 2016 noted the following: "In modern conditions, in the era of Internet and electronics, a high priority should be given to the widespread introduction of modern information and communication technologies in the economy, a robust acceleration towards the soonest establishment of "e-government" system.
As the world experience shows, the role and importance of information and communication technologies in the global economy are huge. It includes the production of computer and telecommunication technologies, software development and providing a range of interactive services on their a basis. It is also worth to note that the development of ICT directly affects the level of competitiveness of the country, allows to collect and summarize huge quantities of information, opens up new opportunities for management at the strategic level".
The modern legislation in the information sphere, which was formed over the years of independence, meets the advanced democratic and technological standards. It provides all necessary conditions for active growth of the ICT sector, the widespread introduction of modern information technologies in all spheres of public and state construction. The base of the legislation comprises a number of relevant provisions of the Constitution and important laws of the national information rights such as: the laws "On Informatization", "On electronic government", "On electronic commerce", "On electronic document circulation", "On radiofrequency spectrum", etc. A number of regulations adopted pursuant to these laws ensure consistency and completeness of their enforcement.
The heads of economic entities, operating in the field of information emphasized that the existing normative-legal framework contributes to the efficiency and competitiveness of domestic enterprises. National enterprises are actively involved in the processes of implementation of information computer technologies and software products, in the document management system, accounting and reporting activities of state authorities and administration, economic associations and enterprises. Products and services produced by them are actively used for quality improvement, reduction of costs and production expenditure, opening new markets and increasing the export potential of the country, implementing control systems and production of innovative mechanisms and technologies.
Software developers effectively use preferences and privileges stipulated by the legislation. The state policy aimed at full support of their activities resulted in the substantial increase in the volume and quality of domestic software products, raising their competitiveness on domestic and foreign markets.
The participants of the roundtable also noted that due to systematic measures to reform the regulatory framework of the information sector, the national industry of information and communication technologies demonstrate a growth. The growth of services rendered by the enterprises of the sphere compared to the same period last year made up 11.4 percent, including growth of services rendered to the population made up 12.2%, while the overall rate of use of international information networks has increased by 32% compared to the beginning of 2016 and amounted to almost 35 GB/s.
