Important issues of the legal foundations of civil society discussed in the Committee for Democratic Institutions, NGOs and Civil Society Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan with the participation of representatives of government, including law enforcement agencies, civil society, academics and journalists.
It was noted that Uzbekistan has implemented systematic measures to further create the conditions for the establishment and the free activity, the full support of civil society, including self-government bodies, non-profit organizations, free and independent media. The adoption of the country’s laws "On social partnership", "On transparency of activity of bodies of state power and control", and a number of other legal acts marked the beginning of a qualitatively new stage in the development of civil society, strengthening the role of civil society institutions, the media in the essential task socio-economic development, increase the level and quality of life, protection of democratic values.
Addressing the meeting, MPs, scientists and experts work closely with the Committee stressed that in the process of implementation of the country’s concept of transition from a strong state to strong civil society diverse civil institutions are not only equal partners of the state in the implementation of reforms, but also an important factor in protecting the rights of , freedoms and legitimate interests. The basis of the formation in Uzbekistan of a strong and just civil society is created by the regulatory framework. During the democratic renewal of the country made more than 20 laws aimed at strengthening the role and importance of civil institutions. Enshrined in the Constitution of Uzbekistan the institute of public control over the activities of state authorities as an important element of the right of citizens to participate in managing the affairs of state and society has given a powerful impetus to further development of the legal framework of civil society.
The participants agreed that the development of the legal framework of civil society especially in the context of the ads are updated on the initiative of the President of the country in 2016 maternal and child health.
However, civil society institutions, strengthening cooperation with the authorities and local governance, should be guided by the principle of justice - one of the main in a legal state, by which is achieved and maintained by democratic order, develop democratic institutions and values, in fact, guaranteed the rights and freedoms and most importantly - its legal and social protection.
At the end of the event, participants developed recommendations aimed at further improving the legal foundations of civil society.
