The management system in the field of culture and sports gets improved in Uzbekistan. The Ministry of Culture and the State Committee for Physical Culture and Sports, as well as a number of new organizations have been created in order to improve the efficiency of endeavors on these fronts.
This follows from the Decree of the President of the Republic of Uzbekistan on measures to further improve the management system in the field of culture and sports.
Practice shows that the unification in one ministry of the multifaceted and complex areas such as culture and sports reduced the effectiveness of the measures for the development of mass physical culture and improvement of the system of selection of promising athletes, wide popularization in regions of drama art, classical music and other arts. As a result the Ministry in its work often focused on concentration of resources and opportunities to conduct festive cultural events and mobilization preparedness for major international sporting events.
Therefore, in accordance with the Decree, the Ministry of Culture and Sports of the Republic of Uzbekistan was abolished and on its base a separate Ministry of Culture of the Republic of Uzbekistan and the State Committee of Uzbekistan for Physical Culture and Sports have been established.
Other institutions have faced the reforms as well that entered the system of the former Ministry. Thus, on the basis of Uzbeknavo Variety Art Association and Uzbekraqs National Dance Association have been created Uzbekkonsert State Institution under the Ministry of Culture, which brings together about 2.5 thousand creative teams and performers.
The document also provides for the establishment of extra-budgetary Fund for development of culture and arts to finance the Uzbekkonsert State Institution, strengthening the material and technical base of cultural institutions, including their equipment and repair, guiding the culture and art figures to participate in international festivals and competitions, improving the qualification of personnel and material incentives for employees of institutions of the Ministry of Culture.
