President Shavkat Mirziyoyev signed a resolution “On improving activities of the National Human Rights Centre of the Republic of Uzbekistan”.
The document structured and expanded the range of responsibility of the center for creating an effective system of fulfilling the country’s international human rights obligations.
As the Director of the National Human Rights Centre of the Republic of Uzbekistan Akmal Saidov noted, the document established the status of the center. This is a state body that is called upon to establish a clear interaction of state structures and other organizations in order to fulfill Uzbekistan’s international human rights obligations. The center also shall prepare national reports in the sphere, expansion of cooperation with international organizations and much more. At the same time, it will work independently, only annually providing the President, Parliament and the Government with information on the state of compliance with the obligations undertaken by the country.
The range of tasks is very large – from facilitating the effective implementation of the state policy in the field of human rights to studying, analyzing and summarizing the real situation in the country, from preparing proposals on improving the normative-legal acts to ensuring implementation of the international treaties of Uzbekistan in the field of human rights in national legislation and law enforcement practice. These and many other paragraphs of responsibility are clearly stated in the resolution, as well as the fact that one of the most important activities of state bodies, including courts and law enforcement agencies in the sphere. Active and direct participation, interdepartmental cooperation in implementation of international treaties of the Republic of Uzbekistan in the field of human rights is established.
The center, together with the Ministry of Foreign Affairs of the Republic of Uzbekistan, shall in the near future develop a set of measures for development of international cooperation – signing memorandums and agreements with relevant foreign structures and organizations, regular participation in international forums, so that the efficiency was at the level.
The structure of the center, the Regulations, a set of measures for improving its activities and even the organizational part, including the purchase of necessary equipment, technologies and the repair of an administrative building are set forth in the resolution and its annexes. Everything is secured by the document. The scope of work is expanding, everything that has been effective over the past two years is being approved, which means that work will continue even more intensively.
According to the Information Analytical Multimedia Center under the Prosecutor General’s Office of the Republic of Uzbekistan, as a result, the image of the country will increase, more instruments and mechanisms will be introduced to protect the rights. In other words, the basis of statehood is becoming stronger.
