In the Legislative Chamber, the Oliy Majlis Commissioner for Human Rights (Ombudsman) reported on his activities in 2016 during a parliamentary general session.
At the meeting, the authorized representative of the Oliy Majlis for Human Rights Ulugbek Muhammadiyev reported before the lawmakers. He informed the people’s deputies about the measures taken by him on securing the rights, freedoms and legitimate interests of citizens, on perfecting the normative acts, ramping up the law awareness of the population, boosting the cooperation with civil society institutions, international and foreign organizations.
As noted in the report, 2016 was full of events that radically changed the system of relations among the state, society and citizens. Among them it is of particular significance decisions made by the President of Uzbekistan Shavkat Mirziyoyev on radically improving the work system with appeals of individuals and legal entities, opening people’s receptions of the head of state. The purpose of these innovations is to provide for accelerated advancement of the country and society, to create the conditions for a decent and prosperous life of citizens.
The high degree of state openness in the discussion for adopting and making decisions, regulatory and policy documents is not less momentous aspect. This contributed to the consolidation of the creative potential of the society, allowed every citizen to become an active and effective participant in ongoing large-scale reforms.
In 2016, the Ombudsman opened a virtual reception and hot line with him (phone: 1096). He was actively involved in all stages of development and discussion of draft laws, the materials of his control and analytical activities were widely used during the parliamentary hearings in the discussion of the reports by the representatives of bodies of state authority and administration.
As a part of the realization of the State program "Year of Mother and Child Health", the Ombudsman took measures to support low-income families, secure the rights and interests of women and children brought up in single-parent families, orphans and children left without parental care.
Leveling up the legal awareness and social consciousness in the field of human rights is an integral part of measures for the comprehensive protection of the rights, freedoms and legitimate interests of citizens. In 2016, the Ombudsman conducted a series of national and regional events on the disclosure of the essence and significance of ongoing large-scale democratic reforms and transformations in the judicial sphere, the adopted legislative acts and programs for socio-economic advancement of the country and its regions.
His interaction with civil society institutions in the consideration of citizens’ appeals, targeted efforts to engage members of low-income families, women, youth and senior citizens in the socio-economic and cultural programs realized by non-governmental organizations in places gains deep humanitarian significance.
The Ombudsman and his regional representatives participated in the conduct of parliamentary and public control over the implementation of the Amnesty Act in connection with the 24th anniversary of the adoption of the Constitution.
Analysis of the Ombudsman’s advancement in international relations evidences a significant boost in the interest of the world public to in progress reforms in our country, adopted legislative acts and state programs. His participation in international forums facilitated the discovery of the experience of Uzbekistan in the sphere of human rights and freedoms. In particular, the authorized representative of the Oliy Majlis for Human Rights conducted meetings with the Ombudsmen of Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Japan, Republic of Korea, Thailand, Lithuania, Latvia, Turkey and some other countries.
During the discussion of the report, the representatives of all factions of political parties and the deputy group of the Ecological Movement made statements. They forwarded the recommendations for the realization of the Strategy for Actions in the year of Dialogue with the people and human interests. In particular, according to the deputies, it is necessary to intensify the activity of the Commission on the observance of the constitutional human rights and freedoms and the expert group functioning under the Ombudsman and the work of its regional representatives. In addition, it was emphasized the relevance of conducting the receptions of physical and legal entities by the Ombudsman on a regular basis in the remote regions of the country, his participation in off-site monitoring activities of the Legislative Chamber and the Senate of the Oliy Majlis, submitting the materials of control and analytical activities on securing human rights and freedoms from the point of areas and cities to the local councils of people’s deputies.
Taking into account the views expressed in the course of a full discussion, the deputies approved the report on the activities of the authorized representative of the Oliy Majlis for human rights (Ombudsman) in 2016.
