One of the priority directions of state policy in recent years is to promote interethnic harmony and tolerance in society, to strengthen the atmosphere of friendship and the feeling of a unified multi-ethnic family; Wide-ranging efforts have been undertaken to foster respect for values ​​and to enhance cultural and educational ties with foreign countries.

The provisions of the Constitution of the Republic of Uzbekistan are being actively implemented, enabling the citizens of the Republic of Uzbekistan to form the people of Uzbekistan regardless of their nationality, as well as the language, customs and traditions of nations and ethnic groups living on its territory. declares and guarantees respect for traditions, creation of conditions for their development.

For these purposes, the Committee on Interethnic Relations and Friendship Relations with Foreign Countries has been established under the Cabinet of Ministers of the Republic of Uzbekistan, which operates and consistently implements public policy to ensure interethnic harmony and tolerance in society. is doing.

Today, representatives of more than 130 nations and ethnic groups living in our country, using the equal rights and opportunities provided by the Constitution and laws of the Republic of Uzbekistan, work effectively in various sectors of the economy and social sphere, science and culture. make a worthy contribution to the strengthening of independence of the republic, to increase the image and image of the republic in the international arena.

Analysis of the progress made in the implementation of the priority directions, large-scale democratic reforms, the significant progress made in political, economic, social, spiritual liberalization and other areas of public life are the only idea of ​​the people of Uzbekistan. It provides all the grounds for emphasizing that it is united around one common goal, which is to achieve noble goals and vital tasks in priority areas of development.

At the same time, further development of international relations and friendly relations with foreign countries in the context of ongoing globalization and transformation in international and regional relations, increasing economic, political, national, religious and other tensions in the world and increasing information and cyberbullying. There are still a number of urgent issues that need to be addressed in the field, including:

further enhancement of cooperation between state bodies and organizations, local executive authorities and civil society institutions in the development of interethnic relations and friendly relations with foreign countries;

to establish systems and mechanisms for monitoring the status of interethnic relations in the local community as a basis for early warning and prevention of potential conflict situations and conflicts;

implementation of a set of educational, informational and cultural-educational measures to foster a culture of interethnic communication, to study the history and traditions of the people of Uzbekistan;

improving the training, retraining and advanced training of government agencies as well as staff of other organizations in the field of further development of interethnic relations and friendly relations with foreign countries.

For the purpose of successive implementation and further improvement of state policy in the field of interethnic relations and friendly relations with foreign countries, as well as in accordance with the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan in 2017-2021:

1. To determine the following as the main directions of the state policy of the Republic of Uzbekistan in the field of interethnic relations:

improvement of mechanisms of interaction between state bodies and organizations, local executive authorities with civil society institutions, including mass media in the process of implementation of the state policy of the Republic of Uzbekistan in the field of further development of interethnic relations and friendly relations with foreign countries. ;

Further development of interethnic relations and friendly relations with foreign countries, additional social services for effective implementation of the state policy of the Republic of Uzbekistan in the field of preserving and developing the language, culture, traditions and customs of various nationalities and ethnic groups living in our republic. - creation of economic conditions;

further strengthening of feeling of multiethnic family in society, friendship and consent among representatives of different nationalities living in our country, upbringing of young generation in the spirit of love and devotion to the country, ensuring equality of citizens, their constitutional rights and to prevent discrimination of their freedoms;

development of international cooperation and friendly relations with foreign countries, support of compatriots and close cooperation with the Uzbek diaspora abroad, in order to strengthen interethnic relations, to protect the rights, freedoms and legitimate interests of citizens in the country and abroad. increasing the image and image of Uzbekistan on the world arena;

Improvement of organizational and legal framework of interethnic relations taking into account priorities of the Republic of Uzbekistan in the development of state and society, best international experience.

2. To approve:

The Concept of the state policy of the Republic of Uzbekistan in the field of international relations (further - the Concept) according to the appendix N 1;

To approve the "Road Map" on implementation of the Concept of the state policy of the Republic of Uzbekistan in the field of interethnic relations in 2019-2021 according to the appendix N 2.

To determine that coordination and monitoring of qualitative and timely implementation of the Concept and "Road Map" Committee on Interethnic Relations and Friendship with Foreign Countries under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter referred to as the Committee) pest control).

3. Consent of the Committee to establish in its structure a research and development center for interethnic relations with a staff of four, without the establishment of a legal entity in place of the Department of Scientific Research, Methodology and Expertise. to give.

The main objectives of the Center are to:

conducting systematic scientific, including social studies in the field of interethnic relations, as well as monitoring the development of processes in this area;

preparation and publication of scientific articles, books, research materials, information and analytical reviews in the field of interethnic relations;

Organization and carrying out scientific-theoretical and scientific-practical conferences, conferences, seminars, round tables, lectures and other events in the field of interethnic relations with the participation of leading local and foreign scientists, experts and specialists;

study of international experience in the study and solution of problems in the sphere of interethnic relations and development of proposals for its use in Uzbekistan;

to strengthen inter-ethnic harmony, to prevent and prevent possible conflicts and conflicts that may arise as a result of nationalism in the society, as well as to develop proposals and recommendations to address security threats and challenges in this area.

4. The Committee shall within one month:

staffing of management staff with qualified staff with the necessary theoretical knowledge and practical skills to carry out the tasks assigned to the Committee at a professional level;

The Academy together with the Academy of Public Administration under the President of the Republic of Uzbekistan and the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan will train (with their consent) the staff of government agencies, as well as representatives of NGOs working in the field of interethnic relations. to provide special courses for students.

5. To the Chairman of the Council of Ministers of the Republic of Karakalpakstan, governors of regions and the city of Tashkent on relations with public and religious organizations:

Preparation of proposals on development of national cultural centers, strengthening of cooperation with them, full realization of their potential in ensuring interethnic harmony in the society;

to prepare relevant information, information and analytical documents, reports on the condition and development trends of inter-ethnic accord and submit them to the Committee.

6. To create the Commission on implementation of the Concept of the state policy of the Republic of Uzbekistan in the field of international relations (further - the Commission) and to approve its structure according to the appendix N 3.

To set the main objectives of the Commission:

improving and regulating inter-ethnic relations in the society aimed at ensuring the constitutional rights and freedoms of citizens, their equality before the law regardless of gender, race, nationality, language, religion, social origin, beliefs, personal and social status;

Organization of on-site systematic study of the state of affairs in the field of interethnic relations, effective coordination of activities of the Committee and the ministries and departments in implementing the Concept and Road Map, regular hearing of reports of their leaders .

7. The Cabinet of Ministers of the Republic of Uzbekistan:

Set of measures on organization of systematic work on training, retraining and advanced training in the field of interethnic relations by January 1, 2020;

By February 1, 2020, approve a plan of action to establish a system for monitoring the state of affairs in this area in order to prevent and prevent possible conflicts and conflicts in the sphere of interethnic relations.

8. The Committee, in cooperation with the concerned ministries and departments,
shall, within one month:

a set of measures envisaging improvement of the activities of friendship societies for the purpose of establishing and developing friendly relations with foreign countries;

to develop and submit to the Cabinet of Ministers of the Republic of Uzbekistan a practical plan aimed at improving the system of state support of national cultural centers and strengthening their role in the implementation of policies in the field of interethnic relations.

9. The Committee shall:

By the Resolution of the Cabinet of Ministers dated October 7, 2016, No 336, Heads of State, State and Economic Governments, other states of national importance may apply for permanent residence registration in Tashkent and Tashkent region list of organizations;

 The list of the organizations on which the normative legal acts of the ministries and departments are distributed (in one copy);

To be included in the register of obligatory distribution of statistical information of the State Committee on Statistics of the Republic of Uzbekistan and other ministries and departments.

10. To:

Heads of Ministries, State Committees and Agencies - on a quarterly basis to inform the Committee on the quality and timeliness and timeliness of activities outlined in the Concept and the Road Map;

Heads of state bodies and organizations - chairmen of friendship societies - on granting of office premises free of charge to societies of friendship in the administrative buildings of governing bodies and organizations, as well as for creation of all necessary conditions for the effective performance of tasks;

Chairman of the Committee R.Kurbanov - on the quarterly submission to the Cabinet of Ministers of the Republic of Uzbekistan of the summary information on implementation of the Concept and the Road Map personal responsibility.

11. The Agency for Information and Mass Communication under the Presidential Administration of the Republic of Uzbekistan, the National Information Agency of Uzbekistan and the National Television and Radio Company of Uzbekistan shall provide mass media coverage of the purposes and tasks of this Decree.

12. Resolution of the President of the Republic of Uzbekistan dated May 23, 2017 N PP-2993 "On the organization of activities of the Committee on Interethnic Relations and Friendship with Foreign Countries under the Cabinet of Ministers of the Republic of Uzbekistan" make changes and additions according to the application.

13. To the Committee together with the interested ministries and departments in two-month term to submit to the Cabinet of Ministers of the Republic of Uzbekistan proposals on amendments and additions to the legislation following from this Decree.

14. Control of execution of this Decree to assign to the Prime Minister of the Republic of Uzbekistan ANAripov and advisor to the President of the Republic of Uzbekistan RSKosimov.
