The Legislative chamber of Oliy Majlis held parliamentary hearings devoted to implementation of the Law “On the protection and use of objects of cultural heritage.”
Minister on the Affairs of Culture and Sport B.Akhmedov delivered a report at the session. He underlined that efficient work had been carried out during the years of independence in the sphere of protection and use of objects of cultural heritage. Particular attention is paid to their restoration and preservation in their initial appearance.
The Constitution of the Republic, its laws and sub-laws serve as an important guide to action. In particular, the legal mechanisms of the sphere are defined in the Laws “On the export and import of cultural values”, “On the protection and use of objects of cultural heritage”, “On the museums”, etc.
Such international documents as “Convention on the protection of global cultural and natural heritage”, “International Convention on the protection of intangible cultural heritage”, and “Convention on measures aimed at prohibition and prevention of illegal import, export and transfer of ownership rights on cultural values” have been ratified.
The 2750th anniversary of Samarkand, 2700th anniversaries of Qarshi and Shalhrisabz, 2500th anniversary of Khiva, 2200th anniversary of Tashkent and 2000th anniversary of Marghilon have been widely celebrated internationally under the aegis of UNESCO.
The cities of Samarkand, Bukhara, Khiva and Shakhrisabz, as well as objects of intangible cultural heritage - such national values as the holiday of Navruz, katta ashula (big song), Shashmaqom, askia (competition of punsters) have been included into the UNESCO’s World Heritage List as protected historical sites and values.
The Ministry on the Affairs of Culture and Sport has been successfully implementing the State program on the protection, preservation, promotion and use of intangible cultural heritage for 2010-2020.
The parliamentarians pointed out to the existence of problems on inventory registration, certification, delimitation, conservation, restoration, research and promotion of cultural heritage. They stressed that the Ministry needed to improve the identification and integration of cultural heritage, to compile a complete list of the exhibits, collections and archive documents that are stored in museums, archives, libraries, and other places, which also have the signs of objects of cultural heritage.
In the course of parliamentary hearing the factions of political parties and the deputy group of the Ecological movement stated their stances on the issues discussed.
For example, the deputies from the UzLiDeP emphasized the need to enhance the role of the public and representatives of small businesses and private entrepreneurship in the implementation of measures to protect and preserve the objects of intangible cultural heritage for future generations.
Members of the “Milliy tiklanish” DPU noted the need to complete the formation of the government cadastre of these objects and undertake concrete steps on the inclusion of new objects of our country into the list of global intangible cultural heritage.
Members of the NDPU pointed out to the need of utilization of our rich heritage and objects of intangible culture in the quality of an important tool for bringing up the younger generation.
Members of the “Adolat” SDPU faction outlined their opinion on the introduction of amendments and changes to legislation on the elimination of problems linked with the timely adoption and implementation of sub-laws and regulations.
The deputy group from the Ecological movement considers it necessary to introduce environmentally friendly methods of preservation of ancient historical monuments, including the wooden architectural structures and unique natural sites.
The session participants presented their recommendations on raising the efficiency of the Law under discussion and enhancement of parliamentary controls in this direction.
