President reviews plans for digitalizing healthcare and improving medical education

On November 10, the President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Tashkent State Medical University, where he reviewed a presentation on ongoing efforts to digitalize the healthcare system, enhance the quality of medical services, and advance medical education.

In recent years, 230 trillion UZS have been allocated to the healthcare sector. These funds have enabled the construction of 187 new clinics and hospitals across the regions, as well as the reconstruction and modernization of 1,244 medical facilities equipped with state-of-the-art technology.

As a result, the capacity of the primary healthcare network has increased by 60 percent, and medical services have become significantly more accessible to the population. More than 400 high-tech diagnostic and treatment services that were previously available only in the capital are now accessible in the regions. Complex surgeries are being performed at regional centers, while minimally invasive procedures are carried out at the district level.

For the first time, kidney transplant surgeries have been established in 45 districts across the country.

Millions of citizens have benefited from these advancements and received high recognition from international organizations.

The modernization of medical education continues. Based on the merger of three institutions, Tashkent State Medical University was established, and the Urgench Medical Institute commenced operations. Eight medical universities have successfully undergone international accreditation, significantly expanding opportunities for training qualified specialists with modern knowledge and skills.

Thanks to improved infrastructure, the number of students at Tashkent State Medical University has reached 29,864. The educational process has been aligned with modern standards, and digitalization efforts are actively progressing.

The President was presented with information on the implementation of digital technologies in healthcare. Medical institutions across the country have been equipped with modern solutions, forming a unified digital infrastructure. In 2024-2025, more than 3,000 medical organizations were connected to local networks, and their technical base was upgraded.

The Head of State was also presented with the operation of the unified electronic medical information system DMED, which consolidates health data for more than 36 million citizens. An electronic management system has been introduced in emergency medical services, reducing ambulance response times from 25-30 minutes to 10-15 minutes. In the near future, an “Online Doctor” service will be launched, allowing patients to receive medical consultations remotely.

The “Electronic Prescription” system has also been implemented, resulting in a 40 percent reduction in cases of unjustified medication prescriptions and making the circulation of pharmaceuticals more transparent. All medical data is protected through biometric security mechanisms.

“We are creating modern medical institutions, implementing artificial intelligence, and introducing the most advanced equipment. But the main goal is to ensure that these changes reach even the lowest levels of the system. It is essential to improve the qualifications of all medical workers and equip them with up-to-date knowledge and skills. Only then will we achieve tangible results”, the President emphasized.

The Digital Healthcare Center’s activities were also presented to the President. The center monitors the operations of all medical institutions in real time and analyzes data on chronic diseases and public health indicators.

The President emphasized that the digitalization of healthcare ensures convenience for patients, efficiency for doctors, transparency, and resource optimization for the state, and instructed that this work be accelerated further.

During his visit, the Head of State also inspected educational laboratories utilizing artificial intelligence. In simulation rooms for resuscitation, family medicine, emergency care, pediatrics, obstetrics, and therapy, students practice and refine their practical skills. The conditions created for training and the plans for further development were presented.

In conclusion, President Shavkat Mirziyoyev tasked the responsible officials with bringing healthcare services closer to the population, improving the quality of medical care, and expanding the use of advanced technologies.
