The draft Laws “On the State youth policy” and “On the Internal Affairs agencies” have aroused lively discussions at the plenary session of the Legislative chamber of Oliy Majlis.
Having approved the draft Law “On the State youth policy” members of the Uzbek Liberal Democratic Party (UzLiDeP) drew the attention to its regulations aimed at rendering government support to the youth entrepreneurship, allocation of preferential loans and further improvement of mechanisms for elaboration and implementation of programs.
According to their opinion, the adoption of a separate legal act ordering the activities of internal affairs agencies is essential for ensuring the protection of the rights, freedoms and lawful interests of citizens, safety of an individual, society and the state. It streamlined the legal status of the internal affairs bodies and specifically secured their organizational structure, tasks and principles of their activities.
Parliamentarians fr om the “Milliy tiklanish” Democratic Party of Uzbekistan (DPU) noted that the draft Law on the youth policy identified the government agencies involved in its realization, specified their powers, the status of the youth NGOs and secured guarantees for their activities.
They also approved the draft Law “On the Internal Affairs agencies”, especially those norms which are related to ensuring civil security and public order in the makhallas, villages and auls, further expansion of interaction with the public in the struggle against offences and crime, and attracting the “Makhalla posboni” public structure to these activities.
In the course of discussion of the draft Law “On the State youth policy” members of the National Democratic Party of Uzbekistan (NDPU) faction noted the importance of mechanisms on the creation of fair and equal conditions for choosing a profession, getting education by the youths and girls, as well as ensuring decent jobs to graduates of educational institutions.
They drew attention to mechanisms to ensure the legal protection of citizens, embodied in the draft Law “On Internal Affairs agencies”, for the implementation of the law enforcement agencies of their activities. In their view, the document complies with the requirements of time.
Parliamentarians of the “Adolat” Social Democratic Party of Uzbekistan (SDPU) focused their attention on the youth policy, wh ere it reflects the issues related to execution of the government programs and normative-legal acts, dissemination of legal knowledge, prevention of legal offences among the youth and interaction with public organizations.
In their view, the draft Law “On Internal Affairs agencies” plays an important role in the introduction of such values as freedom, justice, and supremacy of law; it had taken into account foreign and national experiences of legal ordering.
The deputies discussed also the draft Law “On the protection and use of flora” in its new edition. It provides for a comprehensive protection of the genetic pool of wild plants in the quality of an integral part of biodiversity, it lists the powers of state bodies, and their tasks are defined to streamline relations in this sphere. Special attention was paid to the participation of self-government bodies, NGOs and citizens in the implementation of measures aimed at the protection and rational use of flora.
This legal act was widely discussed at the sessions of the Block of democratic forces and opposition factions in the lower chamber of Parliament, and the deputies formed their opinion on this subject.
On the basis of their proposals the draft Law was amended with a new chapter “Requirements on the protection and use of flora”, and with some articles on the harmonization of biotechnical measures on the protection and use of flora, requirements for activities affecting the status of the plant world, and carrying out the government ecological expertise.
