Session of the Council of the Senate of the Oliy Majlis

An extended meeting of the Council of the Oliy Majlis of the Republic of Uzbekistan has been held. It was attended by representatives of the Presidential Administration, the Cabinet of Ministers, authorized ministries and agencies, as well as media workers.

The session was led by the Chairperson of the Senate of the Oliy Majlis Tanzila Narbayeva.

The results of studying the implementation of legislative acts, practice of law enforcement, monitoring the adoption of bylaws, as well as taking into account the problems that arose during the pandemic – issues on improving legislation in socio-economic sphere were considered at the meeting.

Participants focused on the fact that the lack of certain mechanisms in some laws, presence of many reference rules and regulation of the sphere mainly by bylaws lead to a number of problems in practice. This issue was discussed with participation of responsible officials of the Cabinet of Ministers, relevant ministries and agencies.

As it was noted, despite the adoption of the Law “On public procurement”, there are about 20 bylaws aimed at regulating this area and having conflicting norms.

However, the necessity of revising and improving existing laws “On export and import of cultural values”, “On copyright and related rights”, “On special economic zones”, “On investment activity”, “On private banking and financial institutions and guarantees of their activities” and other laws in accordance with modern requirements was noted.

In this regard, it is also necessary to radically revise legislative acts, improve their systematization, quality of the process for developing and adopting normative legal acts, improve monitoring of implementation of laws and gradually reduce the adoption of departmental normative legal acts.

It was noted that operational and specific targeted measures taken by the state and the government of the country to prevent the spread of coronavirus infection, give effective results.

The need for ensuring openness and transparency of the activity of the working group, cooperation with public, representatives of the media, as well as effective use of opportunities of the Youth Parliament was emphasized.

The Council of the Senate made appropriate decisions on the considered issues.
