In the Address, the President, dwelling on the potential of leaders, forwarded his proposals for their improvement, the rejection of formalism.

“If the head does not have knowledge, what instructions will he give to his deputies? In this case, the manager will waste his time in office in vain. In the future, separate posts of deputies will be established in each ministry and agency, khokimiyats. The Parliament for the development of science, enlightenment and the digital economy should organize regular hearings of government reports and leaders on this issue.

Especially the leaders themselves must change. Red tape will not lead to anything good. Tomorrow we cannot work like that. Time and money are wasted. Managers, responsible persons, keep this in mind. If we organize courses, we will learn, we can meet the requirements of the time. We must create a large control system in parliament”, the President said.
