Shortcomings in the preparation for winter season, as well as issues of ensuring food security were critically analyzed at the meeting chaired by President Shavkat Mirziyoyev.

The facts of illegal use of natural gas and coal were noted. For example, the theft of 4.3 million cubic meters of gas by unauthorized connection to an underground gas pipeline was revealed in a Brick Factory in Mubarek district. This is the volume of gas supply to 8 thousand households.

In addition, the theft of 7 million cubic meters of natural gas by more than 2 thousand wholesale consumers was revealed as a result of installation of modern meters at large gas supply hubs in 74 districts.

Taking this into account, it was proposed to toughen the responsibility for illegal use of energy resources.

“How will we spend the winter this year? Today, all managers should have an answer to this question. And indeed, there are many problems. The result will be achieved if you study them in depth and solve them in the context of mahallas”, the President said.

Measures for repairing 153 boiler houses and 2,802 kilometers of heat supply networks were defined.

The Head of the state touched upon incidents related to carbon monoxide and outbreaks. It was instructed to critically study and radically reform the activities of Fire Safety Department of the Ministry of Emergency Situations, to strengthen fire prevention.

The Deputy Prime Minister was instructed to make full use of existing opportunities, ensure uninterrupted energy supply to population and economy, and spend winter season without losses.

Another current issue, uninterrupted food supplies, was comprehensively considered at the meeting.

Overestimation of food prices was criticized, and a number of instructions were given to prevent such cases.

The dynamics of prices for basic food products by regions was considered. The regions and districts, where price increases have been recorded in recent months, were indicated.

Responsible agencies were instructed to create offices in each region and strictly prevent price speculation. An interdepartmental working group will be formed to analyze daily turnover, prices for basic food products in domestic and foreign markets, current needs and demand.

Taking into account the growing demand on the eve of the New Year, the importance of saturation of a market with products, organization of fairs in dehkan markets and large shopping complexes, supply and sale of goods at reduced prices was noted.

It is predicted that prices on the world food market will have sharp fluctuations. Therefore, a special fund was created and $50 million was allocated for guaranteed supplies of basic products to the domestic market.

Responsible persons were instructed to form at the expense of these funds stocks primarily of vegetable oil and other basic products for at least 3 months. Similar measures will be taken through funds established under hokimiyats.

The Prime Minister was instructed to coordinate all work to ensure food security, conduct interventions to purchase necessary food products based on an analysis of domestic market and support entrepreneurs.
