The President of Uzbekistan reviewed proposals for the effective use of land

Yesterday, President Shavkat Mirziyoyev got acquainted with the presentation of proposals on the effective use of land resources in agriculture, reports Dunyo IA correspondent.

According to the press service of the Head of our state, in the past five years a new system of land monitoring was created. In a short period of time, over 42 million hectares of 45 million hectares of the country’s territory, including over 88,4% of agricultural land with an area over 26 million hectares, were entered in the state cadastre.

The meeting emphasized the need to keep separate records of vacant land plots that were previously used by citizens and organizations and returned to the disposal of district hokimiyats. Instructions were given to create a system that excludes the human factor for their rapid transfer to auctions.

In agriculture, work has begun on transforming land lease rights into market assets. Subleasing and re-leasing institutions have been introduced. Now, tenants are allowed to transfer part of the land to another user, while retaining the rest for themselves. Previously, to do this, the plot had to be returned to the state and put up for auction again.

From 2021, agricultural land is provided exclusively on a leasehold basis. The meeting noted that by January 1, 2027, all land used in agriculture must be transferred to leasehold rights.

The construction of service facilities on agricultural land will also be permitted: light warehouses with refrigeration equipment, sorting and packaging points, structures with water-saving technologies, sheds for field work, and equipment parks. To this end, a land management project will be developed and approved in advance, which will then be recognized as a document confirming the right to land when obtaining a building permit.

This innovation opens up new opportunities: gardeners will be able to build a place to store their harvest right on their garden plot, and livestock farmers will be able to build premises for livestock and feed on part of their pastures.

The Head of State gave instructions on the further development of lease relations in agriculture, ensuring the protection of the rights and interests of tenants, and the wider introduction of market mechanisms in the sector.

Following the presentation, a decree was signed on the implementation of the planned measures, and a decision was made to amend subordinate legislation.
