The Senate Convenes for General Session

Yesterday, the fifteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan began in Tashkent. The meeting was attended also by members of the Cabinet of Ministers, heads of ministries and other government agencies, representatives of other organizations, media.

Senators began work with the consideration of the draft Law of the Republic of Uzbekistan “On Countering Extremism”, aimed at ensuring the security of the individual, society and state against extremism, protecting the constitutional order, the territorial integrity of the Republic of Uzbekistan, preserving civil peace, interethnic and interfaith harmony.

The bill provides for basic concepts, principles of counteraction to extremism, directions of counteraction to extremism, the circle of bodies carrying out activities in this sphere, and their powers, measures to counter extremism, as well as responsibility for carrying out extremist activities.

Next, the senators examined the draft Law of the Republic of Uzbekistan “On Mediation”, whose goal is to create legal conditions for the development in the Republic of Uzbekistan of alternative ways of settling disputes, reducing the burden on the judicial system of the country.

The bill extends to relations pertinent to the application of mediation to disputes arising from civil legal relations, including in connection with the implementation of entrepreneurial activities, as well as to individual labor disputes, disputes arising from family legal relations. However, its action does not apply to public interests and disputes that affect or may affect the rights and legitimate interests of third parties not involved in mediation.

The draft law stipulates that the activity of the mediator can be carried out on a professional or non-professional basis.

Senators also considered the draft Law of the Republic of Uzbekistan “On limiting smoking of hookahs and electronic cigarettes in public places”, which aims to prevent the spread of smoking hookah and electronic cigarettes in public places, to protect the rights of non-smoking citizens, to prevent the spread and spread of diseases resulting from smoking hookah and electronic cigarettes, as well as infectious diseases with the danger of infection due to group smoking.

Further, members of the upper house considered the draft Law of the Republic of Uzbekistan “On the Chamber of Commerce and Industry of the Republic of Uzbekistan” in a new edition. The bill was developed in pursuance of the Decree of the President of the Republic of Uzbekistan “On measures to radically improve the system of state protection of legitimate business interests and further development of entrepreneurial activities”.

During the meeting the senators discussed the draft Law of the Republic of Uzbekistan “On Plant Quarantine” in a new edition.

The bill provides for general provisions regulating plant quarantine, the system of public service for plant quarantine and management of the Republic of Uzbekistan, the rights and duties of state and economic management bodies, legal and physical persons in the field of plant quarantine, plant quarantine measures and their implementation, information openness in this area, the import and export of quarantine products.

Then, the senators considered the draft Law of the Republic of Uzbekistan “On Amendments and Addenda to Some Legislative Acts of the Republic of Uzbekistan” aimed at further improving the activities of state authorities and government bodies, criminal and criminal procedural legislation, legislation on administrative responsibility, and the development of the national economy.

Participants of the session also considered a number of laws on the ratification of international treaties of the Republic of Uzbekistan.

Members of the upper house of the parliament approved all the bills.

The senators heard the report of the Prosecutor General of the Republic of Uzbekistan on the activities of the prosecution bodies of the Republic of Uzbekistan in 2017. Next, the report informed the participants on the activities of the Accounting Chamber of the Republic of Uzbekistan in 2017. After that, the senators heard the information of the Minister of Internal Affairs of the Republic of Uzbekistan on the activities of the interior bodies in the field of combating crime and preventing crime and ensuring public security in the first half of 2018.

This concludes the first day of the fifteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan.
