The E-government Center and The Bridgesoft Inc (South Korea) have signed a Memorandum of Understanding.
The memorandum will open up new opportunities for further development of the partnership between the two countries in software development. From now and on, the parties have the opportunity to conduct joint research and work on products. The Korean company will share some of its technological know-how in the field of eGovFramework with Uzbekistan, as well as help with the analysis and designing of the e-government system in Uzbekistan.
The parties will also launch a pilot project on ‘System management for e-government of the Republic of Uzbekistan’, as supported by the National Agency for Information Society of the Republic of Korea.
The project chiefly aims at achieving good governance and transparency, performance and opportunities by establishing an effective document management environment of the Uzbek government.
Own Resources
In the next few years, Uzbektelecom is planning to launch data processing and storage centers in Tashkent, Bukhara and Kokand.
A center in Tashkent is currently at the start-up stage. The project is aimed at meeting the growing demand for data processing storage and resources, as well as at creating conditions for the expansion of the technical capabilities and provision of new cloud-based services.
In the current configuration, the center consists of 160 blade servers with 1 petabyte of storage capacity with the possible expansion of the number of servers up to 10 petabytes in the future. Its reliability level corresponds to the Tier III international system in the Uptime Institute classification, with 99.9% of resiliency ratio. This means that the center has a backup of all engineering subsystems and allows repair and preventive measures without stopping.
A Step Closer to the Government
By the end of 2020, the Ministry of Information and Communication Technologies is planning to install more than 2,000 self-service kiosks for citizens’ access to the Single Portal of Interactive State Services (SPISS) by means of an ID-card in major cities of Uzbekistan.
Self-service kiosks will appear in various public places, including post offices, shopping malls, local authorities, railway stations and airports. They will be available for the citizens who do not have access to the Internet or cannot handle a PC. 250 terminals will be installed in the country by the end of the current year.
Through the kiosks, the citizens can get the SPISS background information, pass registration and identification, and submit their appeals to the state authorities. It is scheduled to launch issuance of personal electronic SPISS user ID-cards by the end of 2016 to be identified by the system.
Launched in 2013, today the portal provides over 280 e-government services. The citizens have used them more than 730,000 times, 44% of which fell to individuals, and 56% - to entrepreneurs.
Within One Network
Uzbekistan builds interdepartmental data transmission network of e-government.
The network is currently being built to enable the communication between departmental and inter-agency information systems, central databases of the e-government, as well as information resources of the government agencies that provide electronic government services.
The new network will be operational from January 1, 2017, by Uzbektelecom as its major operator, which should use cutting-edge information and communication technologies for its creation, and ensure its smooth functioning. The company should also provide the state providers of electronic services with the access to electronic interaction within the network.
