By the Presidential Decree "On the State Program for the Implementation of the "Uzbekistan-2030" Strategy in the "Year of Environmental Protection and Green Economy" issued on February 7 of this year, the State Program for 2025 has been approved.
A correspondent of Dunyo IA talks with the Executive Director of the Development Strategy Center, Eldor Tulyakov, about the prospects of implementing this document and the expected outcomes of the planned measures:
– This year, the draft State Program for 2025 was not merely a government initiative but a collaborative effort, shaped through extensive annual public and expert discussions before its official adoption. These discussions were actively conducted in both chambers of parliament among political party representatives, labour groups, youth, and local communities. The process was made transparent to the public and covered widely by the media, ensuring that everyone had a voice in shaping the future of our nation.
Such open discussion increased public engagement and ensured active participation. Events were organized to raise awareness of the key initiatives outlined in the State Program and to gather valuable feedback from citizens. As a result, around 100 conceptual and over 1,000 editorial proposals were received from the population and experts.
Notably, these discussions were not limited to domestic participants. The international community and Uzbek citizens living abroad, who are an integral part of our nation, also actively contributed their insights, which were considered in refining the program. Their valuable input has helped us create a more comprehensive and inclusive State Program.
As part of the State Program, one of the main objective is to improve the quality of life for the population, ensure environmental stability, and widely implement the principles of a "green economy".
This direction includes plans to expand green zones: planting trees along streets in cities and mahallas, creating green spaces, improving transportation infrastructure through the construction of pedestrian and bicycle paths, developing eco-friendly public transport, and promoting water resource conservation by rationally utilizing water through the recycling of rainwater and wastewater.
As part of the development of a "green" economy, the installation of 74,172 solar panels will be carried out across regions, which will generate an additional 785 MW of power. Additionally, micro-hydropower plants with a total capacity of 225 MW will be introduced. These measures will increase the share of renewable energy in the total generation capacity to 40%.
For sustainable economic development, special attention will be given to stimulating the production of export-oriented goods, attracting foreign investments, and promoting domestic products on international markets.
In 2025, an economic growth of at least 6% is forecasted, with the industrial sector growing by 6.1%, the market services sector by 14.5%, and agriculture by 4.1%.
To enhance export potential, a "corporate support" system will be introduced to assist local entrepreneurs in accessing international markets.
The state program also covers the sectors of education and healthcare.
To increase access to preschool education and improve its quality in remote areas, mobile groups will be established, with specially equipped buses provided for them and playgrounds set up locally.
To create convenience for students studying at home, a special platform will be developed, compatible with mobile devices. This platform will be adapted to the needs of students of various ages, offering electronic and video lessons. Additionally, an "Online Mentorship" system will be implemented, enabling students to receive pedagogical support.
To motivate educators, teachers with a certificate in Uzbek language and literature will receive a 50% salary supplement. Furthermore, 500 foreign specialists will be recruited to work in schools. Inclusive schools will be established in every district (city).
As part of the "From Poverty to Prosperity" program, 3,500 young people from low-income families will be given the opportunity to receive free education at universities on a grant basis.
In the healthcare sector, the modernization of medical institutions will be implemented through the provision of modern equipment, the establishment of centralized laboratories, and the introduction of digital queue management systems to enhance the efficiency of medical services.
New vocational centers will be established to reduce poverty, providing young people with the opportunity to acquire in-demand professions for the labor market. Additionally, investment projects will create numerous new job opportunities, leading to an increase in the population’s income.
Special subsidies will be allocated to support the implementation of energy-efficient technologies in residential buildings. In the Aral Sea region, the creation of 100,000 hectares of green plantations is planned, which will significantly improve the environmental situation.
Additionally, more than 32 million saplings will be planted in 9,452 mahallas, while 388 million flowers and shrubs will be planted across 5.8 million households and 103,778 internal streets.
The State Program for 2025 serves as a crucial roadmap for Uzbekistan’s sustainable development. It aims to improve public welfare and environmental conditions. These initiatives are designed not only for the present generation but also to lay a strong foundation for future generations. Therefore, we hope every citizen will support these reforms and actively participate in their implementation.
