A joint project of the government of Uzbekistan and the World Bank is to perfect the management of the higher education system and ensure that it caters to the needs of the labor market.
The parties signed a loan agreement on the modernization of the education sector, designed to help improve the management of the national higher education system. The project is envisaged for the years 2017-2022. The Ministry of Higher and Secondary Special Education is designated as responsible for the scheme, while the World Bank will provide technical support. As it was said in the WB office, the project will benefit not only students, faculty and management of universities, but also employees of government departments operating in the education sector. "In recent studies among employers, more than half of those surveyed indicated a shortage of workers with sufficient skills as the main obstacle," said Hideki Mori, head of the office.
The new project is anticipated to boost the capacities of higher education institutions in the field of training qualified graduates and conducting qualitative, relevant studies designed to support the country’s economic development. Employers and enterprises of Uzbekistan will benefit from research programs that will become more practical and in which they can participate. In addition, graduates of higher educational institutions will be better prepared, having the necessary skills and knowledge expected from specialists.
The funding will be directed to the implementation of the higher education management information system designed to support the analysis of policy measures and create a quality assurance function consistent with international practice.
To enlarge the links between higher education and industry and improve educational and methodological processes, the project will finance the Academic Innovation Contest (FAI). Higher educational institutions will be able to submit their innovative proposals to this fund. They will be evaluated by the selection committee on the basis of criteria such as impact, innovation and sustainability of initiatives. Some priority is to be given to proposals with a greater degree of public participation and more attention to female students.
